CHAPTER 1001. DEFINITIONS <br />Section 1001.01 Title <br />Section 1001.02 Purpose and Intent. <br />Section 1001.03 Definitions in Alphabetical Order. <br />Section 1001.01 Title <br />This chapter and the terms and definitions contained herein shall be known as the "Indian River <br />County Impact Fee Definitions Chapter." <br />Section 1001.02 Purpose and Intent. <br />It is the purpose of this chapter to maintain the definitions of terms for the Impact Fee <br />Regulations for Indian River County. <br />Section 1001.03 Definitions in Alphabetical Order. <br />Capital Improvement means land acquisition, construction, purchase of buildings, site <br />improvement, architecture and engineering services, purchase of vehicles and equipment with at <br />least a five year life expectancy, and consultant's fees, but excludes maintenance and operation. <br />Developer means any person who seeks to develop land for future construction by: applying for <br />a change in use, residential density, or zoning; applying for approval of any site plan or <br />subdivision plat; applying for development approval subject to the requirements of F.S. § 380.06; <br />applying for an initial concurrency certificate; and/or applying for a land alteration permit, <br />building permit, or certificate of occupancy. <br />Feepayer means a person commencing a land development activity by applying for a building <br />permit or an initial concurrency certificate. <br />8 <br />
