CHAPTER 1002 EMERGENCY SERVICES FACILITIES <br />Section 1002.01. Short title; statutory authority; applicability. <br />Section 1002.02. Findings. <br />Section 1002.03. Computation. <br />Section 1002.04. Use of funds. <br />Section 1002.01. Short title; statutory authority; applicability. <br />(1) This chapter shall be known and may be cited as the Indian River County Emergency <br />Services Facilities Impact Fee Ordinance. <br />(2) This chapter shall apply to all of Indian River County except for that property located <br />within the Town of Indian River Shores. <br />Section 1002.02. Findings. <br />In addition to those findings and determinations found in Chapter 1000, the board of county <br />commissioners makes the following findings and determinations: <br />(1) The existing emergency services system is not sufficient to accommodate anticipated new <br />development without decreasing the existing levels of service. <br />(2) Existing revenue sources are not sufficient to fund capital improvements necessary to <br />accommodate new development. <br />(3) The emergency services facilities level of service standard for the county is .089 Stations <br />per 1,000 permanent plus weighted peak seasonal countywide population, excluding Indian <br />River Shores. <br />Section 1002.03. Computation. <br />(1) The amount of the fees imposed by this chapter shall be determined by the fee schedule <br />attached as Appendix A to this title and incorporated by reference herein, or by the manner set <br />forth in subsection 1000.08(3). <br />Section 1002.04. Use of funds. • <br />(1) All funds collected from emergency services facilities impact fees shall be used for the <br />purpose of capital improvements to emergency services facilities under the jurisdiction of the <br />county and not for maintenance or operations. Such acquisitions and improvements shall be <br />those which are necessary to accommodate new growth and development in the county. <br />(2) Funds shall be used exclusively for capital improvements in the areas of Indian River <br />County from which the funds are collected. Funds shall be expended in the order in which they <br />are collected. <br />9 <br />
