ORDINANCE NO. 2007-013 <br />(B) The County Administrator shall require haulers of industrial waste to obtain <br />wastewater discharge permits. The County Administrator may require generators of <br />hauled industrial waste to obtain wastewater discharge permits. The County <br />Administrator also may prohibit the disposal of hauled industrial waste. The discharge of <br />hauled industrial waste is subject to all other requirements of this Ordinance. <br />(C) Industrial waste haulers may discharge loads only at locations designated by the <br />County Administrator. No load may be discharged without prior consent of the County <br />Administrator. The County Administrator may collect samples of each hauled load to <br />ensure compliance with applicable standards. The County Administrator may require <br />the industrial waste hauler to provide a waste analysis of any load prior to discharge. <br />(D) Industrial waste haulers must provide a waste -tracking form for every load. This <br />form shall include, at a minimum, the name and address of the industrial waste hauler, <br />permit number, truck identification, names and addresses of sources of waste, and <br />volume and characteristics of waste. The form shall identify the type of industry, known <br />or suspected waste constituents, and whether any wastes are RCRA (Resource <br />Conservation and Recovery Act) hazardous wastes. <br />SECTION 15. CREATION OF NEW SECTION 201.73 OF THE CODE <br />Commencing on the Effective Date of this Ordinance, the following section is created to <br />read as follows: <br />Section 201.73. Wastewater Discharge Permit - Application <br />(A) Wastewater Analysis. When requested by the County Administrator, a user must <br />submit information on the nature and characteristics of its wastewater within 15 days of <br />the request. The County Administrator is authorized to prepare a form for this purpose <br />and may periodically require users to update this information. <br />(B) Permit Required. <br />(1) No Significant Industrial User shall discharge wastewater into the POTW <br />without first obtaining a Wastewater Discharge Permit from the County Administrator, <br />except that a significant industrial user that has filed a timely application pursuant to <br />section 201.73(C) of this Ordinance may continue to discharge for the time period <br />specified therein. <br />(2) The County Administrator may require other users to obtain wastewater <br />discharge permits as necessary to carry out the purposes of this Ordinance. <br />(3) Any violation of the terms and conditions of a Wastewater Discharge Permit <br />shall be deemed a violation of this Ordinance and subjects the wastewater discharge <br />permittee to the sanctions set out in Section 10 through 12 of this Ordinance. Obtaining <br />a Wastewater Discharge Permit does not relieve a permittee of its obligation to comply <br />15 <br />
