ORDINANCE NO. 2007-013 <br />(d) The individuals described in paragraphs 1 through 3, above, may designate <br />another authorized representative if the authorization is in writing, the authorization <br />specifies the individual or position responsible for the overall operation of the facility <br />from which the discharge originates or having overall responsibility for environmental <br />matters for the company, and the written authorization is submitted to the County <br />Administrator. <br />(4) Categorical Pretreatment Standards: Any regulation containing pollutant <br />discharge limits promulgated by EPA in accordance with Sections 307(b) and (c) of the <br />Act that apply to a specific category of users and appear in 40 CFR Chapter I, <br />Subchapter N, Parts 405-471. <br />(5) Cooling Water: The water discharged from any use such as air conditioning, <br />cooling or refrigeration, or to which the only pollutant added is heat. <br />(6) Director: Director means the Director of the County's Department of Utilities <br />Services or the Director's designee. <br />(7) Domestic Wastewater: Wastewater derived principally from dwellings, <br />business buildings, institutions, and other non -industrial sources. <br />(8) Environmental Protection Agency or EPA means the U.S. <br />Environmental Protection Agency or, where appropriate, the regional water <br />management division director, or other duly authorized official, of such agency. <br />(9) Existing Source: Any source of Discharge, the construction or operation of <br />which began before publication by EPA of proposed categorical pretreatment standards, <br />and to which categorical pretreatment standards will be applicable if the categorical <br />pretreatment standard is thereafter promulgated in accordance with Section 307 of the <br />Act. <br />(10) Grab Sample: A sample that is taken from a waste stream without regard to <br />the flow in the waste stream and taken over a time period not to exceed 15 minutes. <br />(11) Indirect Discharge or Discharge: the introduction of pollutants into the <br />POTW from any nondomestic source regulated under Section 307(b), (c), or (d) of the <br />Act. <br />(12) Industrial User: Any user other than a domestic wastewater user. <br />(13) Industrial Wastewater: Any discharge to the POTW other than segregated <br />domestic wastes or wastes from sanitary conveniences. <br />(14) Instantaneous Maximum Allowable Discharge Limit: The maximum <br />concentration of a pollutant allowed to be discharged at any time, determined from the <br />5 <br />
