Comprehensive Plan <br />Physical Environment <br />Capital Improvements Element <br />This classification encompasses the county's water and waste water utilities, the Solid Waste Disposal <br />District (S WDD), the Soil Conservation District, and the Environmentally Sensitive Land Acquisition <br />Fund. Table 6.5 shows that $35,044,820 was spent on these activities in FY 2006/07. Between fiscal <br />years 2005/06 and 2006/07, physical environment expenditures increased by 268 93%. Since <br />FY2001/02, physical enviromnent expenditures have increased by 1,213.71%. Physical enviromnent <br />services represented 12.63% of all county expenses in FY 2006/07. <br />Transportation <br />Departments under this category include Road and Bridge, County Engineering, Secondary Roads <br />Construction, and Traffic Engineering. These departments are responsible for designing, <br />constructing, overseeing, and maintaining the county's roads and drainage systems. As shown in <br />table 6.5, the county spent $55,039,978 on transportation facilities in FY 2006/07. Since FY 2001/02, <br />transportation expenditures have increased by 142.15%. Transportation expenses represented 19.84% <br />of all county expenses in FY 2006/07. <br />Economic Environment <br />Included in this category are the costs of providing services; which develop and improve the economic <br />condition of the community and its citizens. Veteran Services, the Housing Authority, and the <br />Economic Development Division of the Indian River County Chamber of Commerce undertake this <br />function. Table 6.5 shows that those agencies spent $968,227 on economic environment services in <br />FY 2006/07. Between fiscal years 2005/06 and 2006/07, economic environment expenditures <br />decreased by 8.16%. Since FY 2001/02, economic environment expenditures have increased by <br />178.95% Economic enviromnent expenses represented 0.35% of all county expenses in FY 2006/07. <br />Human Services <br />Human Services cover the cost of providing services for the care, treatment, and control of human <br />illness, injury or disabilities, and for the welfare of the community as a whole and its individuals. The <br />Health Department, Welfare, Medicaid, and Children's Services fall into this category. Table 6.5 <br />shows that the county spent $13,862,463 on human services in FY 2006/07. Between fiscal years <br />2005/06 and 2006/07, human services expenditures increased by 11.16%. Since FY 2001/02, human <br />services expenditures have increased by 137.68%.
