f � <br />, <br />JUL 18 197 • <br />SUBJECT: Legality of City -County Planning Commission <br />BACKGROUND: <br />From my research of County records, I find the first <br />reference to city -county joint planning in.the minutes of the City of <br />Vero Beach - Board of County Commissioners of Indian River County <br />Liasion Committee of June 1, 1964, in which it was suggested that <br />acoordination of planning for the development of Vero Beach and the <br />County could be accomplished in a more efficient manner if a committee <br />were formed made up of three members of the Indian River County <br />Zoning Commission and three members of the City Parks, Planning <br />and Zoning Board and a seventh person appointed by them. This <br />committee was to meet regularly and submit recommendations to the <br />respective zoning boards, the City -Council and Board of County Commi- <br />ssioners; <br />This Committee evolved into the Indian River County <br />Long Range Planning Authority manned by some of the City's and <br />County's more prominent citizens. On November 25, 1968, this <br />Committee passed a Resolution recommending to .the Board of County <br />Commissioners that a City -County Joint Planning Commission be <br />establis hed. <br />This recommendation was approved by both the Board of <br />County- commissioners and the City Council and on August 27,. 1969, <br />a "Buffer" committee was formed consisting of one member of the <br />City Council, one member of the Board of County Commissioners, one <br />member of the Zoning Board, one member of the City Parks, Planning <br />and Zoning Board, the City Manager, the County Administrator, and <br />one member of the Dong Range Planning Authurity. The name Vero <br />Beach - Indian River County Planning Commission was the name <br />selected for this "Huffer" Committee. This is the' Commission whose <br />-8- <br />e on.17PAC4227 <br />
