and agreed to work jointly with the City of Vero Beach, Florida, <br />and.agreed further to expend County funds and to procure Federal <br />funds toward the preparation of a comprehensive plan affecting <br />Indian River County and the City of Vero Beach, Florida. <br />(5) On January 20, 1971, the defendant did e4act,Resolution <br />No. 71-3 which pro7ided, among other things, for the authorization <br />of the "Vero Beach`glndian River County Planning Commission" and <br />further authorized the application for Federal planning assistance <br />i <br />grants and .the entering into of a contract by the defendant with <br />the State and.Federal governments to grant a comprehensive plan.. <br />(6) That from or after. January 20, 1971, defendant has <br />expended local and Federal tax revenues in excess of at least <br />$50,000.00 for the purposes of developing a master plan to control <br />growth in Indian River County, Florida. <br />(7) On or about September of 1972, the planning consultants, <br />Adley & Associates, presented a multi -volume "Indian River Land Use <br />Plan", containing, among other things, three (3) alternative pro- <br />posals based on low, medium or high densities for the zoning of <br />Indian River County, Florida. <br />(8) That from and after September of 1972, nw.;e=ous workshop <br />sessions were held by elected and appointed officials of the City <br />and.County for the avowed purpose of arriving at a final compre- <br />hensive master plan incorporating all or some of the recommendations <br />of the aforesaid planning consultants to be presented at public hearings <br />for acceptance in whole or in part by the interested electorate and <br />taxpayers of the City and County, but that no such public hearings <br />have yet been scheduled even though the joint City and County planner <br />has publicly reported that such a proposal was completed by June 30, <br />1973, under the terms'of the funding agreements between the City and <br />j County and the State of Florida. <br />AVG 22 '119f73 <br />Page Two. <br />- 23 - <br />44, FOK 7 <br />': <br />�,- `�lu <br />
