q}221973 <br />ON MOTION BY.COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY APPROVED CHANGING <br />OCTOBER 22, 1973, OBSERVANCE OF VETERANS DAY TO NOVEMBER 11TH; <br />1973, AS REQUESTED IN FLORIDA STATUTE CHAPTER 73-44. <br />THE ADMINISTRATOR WAS INSTRUCTED TO INFORM':ALL <br />ELECTED OFFICIALS OF THE CHANGE OF VETERANS DAY FROM <br />OCTOBER 22ND TO NOVEMBER 11, 1973. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSSIONER MASSEY, THE BOARD UNANIMOUSLY APPROVED THE <br />ADMINISTRATOR ATTENDING AN ENVIRONMENTAL SHORT COURSE, SEPTEMBER <br />13, 1973 IN WINTER PARK, FLORIDA. <br />ON MOTION BY COMMISSIONER BOGOSIAN, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY AUTHORIZED THE <br />ADMINISTRATOR TO CONTACT DONALD MACDONALD, A FORMER COUNTY <br />COMMISSIONER AND FORMER MEMBER OF THE EAST CENTRAL FLORIDA REGIONAL <br />PLANNING COUNCIL, TO REQUEST HIM, IF HE IS ABLE, TO ATTEND <br />THE TWELFTH ANNUAL CONFERENCE ON WATER RESOURCE DEVELOPMENT <br />IN FLORIDA, TO BE HELD IN TALLAHASSEE ON SEPTEMBER 12, 1973. <br />THE BOARD AUTHORIZED THE EXPENSES OF THE TRIP AND REQUESTED <br />MR. MACDONALD TO PREPARE A'REPORT TO THE BOARD ON THE RESULTS <br />OF THE CONFERENCE. <br />THE ADMINISTRATOR INFORMED THE BOARD OF A LETTER FROM <br />W.E. (KINKY) ORTH, INDIAN RIVER FLYING SERVICE STATING THAT <br />THEY ARE BUILDING NEW AIRPLANE HANGERS AND THE TRUCKS CARRYING <br />EQUIPMENT ARE HAVING DIFFICULTY COMING FROM STATE ROAD 60 <br />DOWN 98TH AVENUE AND TURNING INTO THE AIRPORT GROUNDS <br />THE ADMINISTRATOR STATED THAT 98TH AVENUE HAS DRAINAGE <br />DITCHES ON BOTH SIDES OF THE ROAD AND WHEN THE ROAD WAS • <br />CONSTRUCTED`IT WAS NOT PLACED IN THE CENTER OF THE RIGHT-OF-WAY. <br />THE ADMINISTRATOR PROPOSES TO FILL IN ONE DITCH AND PUT THIS <br />ROAD ON THE CENTER LINE OF THE RIGHT-OF-WAY. <br />oox V PAGE352 <br />
