N. <br />August 24, 1973 <br />Board of County Commissioners <br />Indian River County Court House <br />Vero Beach, Florida <br />Dear Lady and Gentlemen: <br />SEP 5 1973 <br />TELEPHONE 867-1101 <br />The Legislature has returned the responsibility of <br />the septic tank program to the Division of Health. <br />After a few weeks of working with the program, I <br />realize that some changes in proceedure would be beneficial. <br />These changes are needed as quickly as possible. Septic tanks <br />are like a slow malignancy. The accumulative effect sometimes <br />takes years to develop. I think we are seeing that develop now. <br />1. The County Health Department will take over <br />the engineering and tests necessary on individual septic <br />tank systems and set-up a time each week to do these tests. <br />The present system of private engineers and land surveyors <br />will be eliminated. <br />2. The recent wet weather has shown that consider- <br />ation must be given not only to the 36" water table at the <br />wettest time of year, but also, the drainage of the lot and <br />the size of the lot. The good land is almost gone. Tanks <br />are going in the A. A. Berry Subdivision in Roseland, Vero <br />Lakes Estates near Fellsmere, and many other areas unsuitable <br />in their present state for'us® of septic tanks. <br />3. The county is covered in recorded subdivisions. <br />Some large subdivisions have only 60 X 100 feet lots. Some <br />have even smaller lots. The lots are too small to safely <br />install multiple septic tanks in these subdivisions. I ask <br />the Commission to consider a minimum of 15000 square feet, <br />and a minimum lot frontage of 1001 in any recorded subdivi- <br />sion. For each additional bedroom or room that could be used <br />as a bedroom, usually a den, office, library, sewing room, <br />etc., add an additional 5000 square feet of lot. <br />-11- <br />�r� eaoK 17 Pm424 <br />s <br />
