Indian River County Comprehensive Plan <br />Proposed Recreation and Open Space Element Amendments <br />Analysis <br />Now that existing conditions have been identified and recreation and open space areas and <br />facilities have been inventoried, it is necessary to do an analysis of the Indian River County <br />recreation and open space system. This analysis involves setting appropriate recreation <br />standards for the county, relating those standards to the county's population and demographic <br />characteristics, and then determining existing problems and future needs. Derived from this <br />analysis, the current problems and future needs will form the basis for developing a set of <br />recreation and open space goals, objectives, and policies. <br />Population/demographic Characteristics <br />Population and demographic characteristics are major factors in recreation planning. Not only are <br />total population estimates and projections important, but characteristics of the population are <br />necessary considerations. Age and income, in particular, are two factors which affect not only the <br />overall need for recreation services and facilities, but also the type of facilities. <br />To analyze the county's recreation and open space system, it is necessary to look not only at the entire county <br />or the entire unincorporated county area, but also to consider subcounty areas. Given the physical <br />characteristics of the county, the location of incorporated areas, and historical recreation service areas, it is <br />limits of Vero Beach as the boundary, these two areas are the north county and the south county.
