Comprehensive Plan Coastal Management Element <br />design restrictions to minimize potential adverse manatee impacts, including (but <br />not limited to): restrictions on the total number of boat slips allowed; use of <br />more upland storage instead of wet storage; restrictions on the maximum size of <br />boats that use the facility (powerboat:sailboat ratio); re -design of the <br />facility/marina; establishment of a powerboat to length of shoreline ration (e.g., <br />one powerboat per 100 feet of shoreline); and/or reduction in the size of the <br />facility/marina; and <br />c. The following sections of the MPP Action Plan: Objective 1, Boat Facility and <br />Marina Siting and Construction, Sections 1.2, 1.4, 1.5, 1.6, 1.7, 1.8, 1.14, and <br />1.15. <br />Using the evaluation criteria in Section 4 above may result in additional restrictions <br />on the design, size, shape, and use of the boating facility/marina. These restrictions <br />may include, but are not limited to: the total number of boat slips allowed, use of <br />more upland storage instead of wet storage, restricting the maximum size of boats <br />that use the facility/marina, restricting the number of powerboats that use the facility <br />'powerboat to sailboat ratio), re -designing the facility/marina, establishing a <br />powerboat to length of shoreline ratio (e.g., one powerboat per 100 feet of shoreline), <br />or reducing the size of the facility/marina. <br />5. In addition, any new or the expansion, or rearrangement, or slip conversion, <br />of existing boating facilities will be required to comply with all applicable state and <br />federal permitting and authorization processes. <br />6. Notwithstanding the other criteria of this Policy 3.2, slip conversions of <br />existing boat facilities in Indian River County may be allowed on a one-time basis at <br />a density of 1.5 total powerboat slips per 100 feet of shoreline if the facility is not <br />located in an area of high manatee use and high manatee mortality based on the <br />definitions and criteria in the MPP, and if the powerboat to shoreline restriction on <br />the existing facility has been in place prior to July 1993, when the countywide speed <br />zone rule was posted. <br />Policy 3.3: The following boat ramp siting criteria shall be used to evaluate any new boat <br />ramp or the rearrangement or expansion of an existing boat ramp. These criteria shall be <br />applied to all boat ramps (e g , new, existing, private, public, commercial, recreational, multi- <br />family, or individual single-family). <br />1. The rearrangement of existing boat ramps shall not be subject to the boat ramp siting <br />criteria unless any one of the following are true: <br />a.
