Comprehensive Plan Conservation Element <br />Policy 5.4: In recognition of the many natural functions and values of estuarine wetlands, <br />and in recognition of the need to protect these resources from incompatible land uses for <br />the sake of the public interest, all estuarine wetlands habitats shall be deemed <br />environmentally -sensitive and designated C-2, Estuarine Wetlands Conservation, on the <br />comprehensive plan future land use map. <br />Policy 5 5 • The county shall continue to accept fee -in -lieu payments as a last alternative <br />for mitigation of wetlands alteration when on-site mitigation is not practicable, and only <br />in cases where the affected wetland is a small, isolated, disturbed wetland with minimal <br />functional value. Funds obtained from fee -in -lieu payments will be earmarked for <br />acquisition, restoration, or management of similar wetlands elsewhere in the county. <br />Policy 5.6: The county shall continue to coordinate with jurisdictional regulatory agencies <br />pertaining to wetlands by providing comments to such agencies in a timely fashion, <br />regarding agency dredge and fill permit applications and other wetland alteration projects <br />proposed in Indian River County. <br />Policy 5.7: Development densities for environmentally sensitive wetlands and shallow <br />water habitats shall be limited to a maximum density of one (1) unit per 40 gross acres, <br />with a development density transfer credit of one (1) unit per gross acre. <br />Policy 5.8: Consistent with Policy 8.1 of the Coastal Management Element, Indian River <br />County will participate in the Indian River Lagoon "Blueways" Conservation and <br />Recreation Lands (CARL) project to acquire important undeveloped estuarine wetlands <br />bordering the IRL by providing local funding assistance, and by providing "in-kind" <br />services, such as identifying environmentally -sensitive parcels. <br />OBJECTIVE 6 Upland Vegetation Communities <br />Sufficient upland vegetative communities to sustain viable populations of all native plant <br />and animal species and representative stands of each habitat type in Indian River County <br />will be preserved. Using 1990 conservation land acreage as a baseline, Indian River <br />County shall, by 2010, preserve a minimum of 1,000 additional acres of upland native plant <br />communities through the establishment of conservation easements and/or fee simple <br />acquisition in partnership with other government agencies. <br />Policy 6 1* The county shall continue to assist regional, state and federal agencies in the <br />establishment of regional preserves for sand pine/xeric scrub, tropical/coastal hammock, <br />and coastal strand, pine flatwood, and dry prairie vegetative communities by identifying <br />lands eligible for acquisition, and by providing local cost -share funding.
