Comprehensive Plan Capital Improvements Element <br />areas are as high as ten units to the acre in the urban service area and as low as one unit per twenty <br />acres outside the urban service area. Commercial/industrial land use areas are depicted on the Future <br />Land Use Map along the US #I Corridor and in nodal areas located along major transportation routes <br />and intersections. <br />A schedule of capital improvements (Appendix A) is important to ensure that improvements to <br />existing facilities and construction of new facilities are completed as needed. By establishing specific <br />criteria for prioritizing projects and by scheduling projects based on projected need and available <br />revenue, the schedule of capital improvements will ensure existing resources are properly allocated. <br />This scheduling effort will also ensure that appropriate areas will be served by needed facilities, thus <br />maintaining adopted levels of service. <br />In addition to the components of this element, the county coordinates with the St. Johns River Water <br />Management District (SJRWMD) and the various state agencies, such as the Florida Department of <br />Transportation, when these agencies program facility or service improvements within Indian River <br />County. The continuation of this coordination will ensure that the plans of state agencies and the <br />SJRWMD will be consistent with the Comprehensive Plan and the timing and location of capital <br />improvements as identified in the CIE. <br />Needs Assessment <br />Based on public facility requirements identified in the other comprehensive plan elements, this needs <br />assessment identifies the capital improvements required to provide sufficient infrastructure to meet <br />proposed levels of service for existing and new development. For purposes of the CIE, a capital <br />improvement is a substantial facility (land, building or major equipment) that costs at least $25,000 <br />and may be paid for in phases. <br />Table 6.7 identifies capital improvement needs through fiscal year 2010/11 for conservation & aquifer <br />recharge, emergency services, general services, law enforcement & corrections, recreation and open <br />space, stormwater management, sanitary sewer and potable water, solid waste, and transportation. <br />Appendix A provides a detailed list of projects and estimated costs for each of the comprehensive <br />plan elements as well as adopted capital improvements of County departments. Detailed capital <br />improvement schedules, which list each improvement project, are provided in each applicable <br />Comprehensive Plan Element or within individual master plans for the respective governmental <br />service. <br />Community Development Department Indian River County <br />28 <br />
