ORDINANCE 2007-038 <br />Comprehensive Plan Capital Improvements Element <br />SJRWMD will be consistent with the Comprehensive Plan and the timing and location of capital <br />improvements as identified in the CIE. <br />Changes to the Capital Improvements Program <br />With the recent downturn in the housing market and the reduction in building permit activity, both <br />anticipated county funds and developer funds have decreased and are expected to remain lower than <br />previously projected in. the prior year's Capital Improvements Program (Fiscal Year; 2006/07 through <br />2010/11). As a result of the decrease in proiected revenue and the associated decrease in projected <br />demand for public facilities, the overall Capital Improvements Program has been scaled back <br />Consequently, a number of projects within the 2006/07 through 2010/11 CIP leave either had their <br />costs modified, have been deferred, or have had their time frame extended. None of these changes <br />will impact development project concurrency reservations. Because of the downturn in the housing <br />market and construction activity, it is anticipated that the capacity associated with these projects will <br />not be needed until later dates. <br />Besides the projects referenced above that are being delayed or deferred several concurrency related <br />transportation projects included in the Fiscal Year 2006/07 through 2010/11 CIP are no longer <br />necessary to maintain the Countys adopted transportation level of service These projects have <br />therefore been removed from the CIP The specific projects removed from the transportation section <br />of the CIP are c <br />fol <br />Road. 27'" Avenue, 58th Avenue, and. 74th Avenue, <br />27th Avenue from 13'h Street SW to 17th Street SW and 58t" A <br />Oslo <br />26"' Street to 77'° Street, were partially reliant upon developers' financial contributions for their <br />construction. The remaining funds for those projects were to come from county impact fees optional <br />sales tax collections, and gas tax revenue. <br />With the exception of one project, none o'the projects being deleted from last year's CIP shown in <br />`Fable 6.7 have had their added capacity relied upon for vesting development projects for <br />concurrency. Available capacity on links that are associated with the deleted projects listed in Table <br />6.7 ranges from 112.90 available trips to 767 available trips. <br />deleted from the CIP that has had its added <br />development projects is 27th Avenue, from 13th Street SW to 17t" Street SW. Currently, there is <br />insufficient available capacity along that portion of 27th Avenue to accommodate approved and vested <br />tuture development projects.
