I <br />v <br />m• <br />THE CHAIRMAN THEN ASKED IF ANYONE PRESENT WISHED TO <br />BE HEARD, THERE WERE NONE AND ON MOTION BY COMMISSIONER DRITENBAS, <br />SECONDED BY COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY ADOPTED <br />THE SUPPLEMENTAL BUDGET AS ADVERTISED. <br />ROSEMARY RICHEY, SUPERVISOR OF ELECTIONS PRESENTED <br />JURY LISTS CONTAINING APPROXIMATELY 350 NAMES FOR THE COMMISSIONERS <br />TO REVIEW AND APPROVE. <br />THE BOARD REVIEWED ALL THE LISTS AND RETURNED THEM TO <br />MRS. RICHEY, WHO WILL PREPARE THE CERTIFICATION FOR THE COM- <br />MISSIONERS TO SIGN AND WILL RETURN LATER IN THE MEETING. <br />MAYOR OF SEBASTIAN CHARLES ZIMMER, CITY COUNCILMEN <br />EUGENE CRAGG AND PAT FLOOD AND MEMBERS OF GENERAL DEVELOPMENT <br />CORPORATION APPEARED AND QUESTIONED WHERE THE RESPONSIBILITY <br />LIES FOR INSPECTION OF SEPTIC TANKS IN SEBASTIAN AND THE RE- <br />CEIVING OF SOME NOTIFICATION THAT THE INSPECTION HAD BEEN <br />PERFORMED AND THE FINAL DECISION MADE. <br />ROBERT W. .JENNINGS, DIRECTOR OF SANITATION, COUNTY <br />HEALTH DEPARTMENT APPEARED AND STATED THAT HIS DEPARTMENT <br />MAKES THE INSPECTION OF SEPTIC TANKS, A FORM IS THEN FILLED OUT <br />BASED ON THE OUTCOME OF THAT INSPECTION, AND IT WOULD BE SENT TO <br />THE BUILDING DEPARTMENT. MR. JENNINGS STATED THAT HE WOULD <br />CHECK TO SEE THAT THIS PROCEDURE IS BEING CARRIED OUT. <br />s <br />k <br />A DISCUSSION FOLLOWED REGARDING WHEN AN INSPECTION <br />REGARDING SEPTIC TANKS SHOULD BE MADE AND MAYOR ZIMMER SUGGESTED <br />THAT A TEMPORARY BUILDING PERMIT BE ISSUED FOR A BUILDING FOUNDATION <br />AND WHEN THIS FOUNDATION IS COMPLETED AND FILL ADDED, THEN A SEPTIC <br />TANK INSPECTION COULD BE MADE. <br />ATTORNEY BURCH STATED THAT ISSUING A TEMPORARY BUILDING <br />PERMIT IS IN VIOLATION OF THE LAW. HE ALSO STATED THAT THIS BOARD <br />ACTS AS A POLICING POWER TO SET FEES FOR THE SERVICES THE BOARD <br />OF HEALTH PROVIDES AS STATED IN HOUSE BILL 2165, BUT IT DOES <br />NOT SET THE RULES AND REGULATIONS THAT THE BOARD OF HEALTH FOLLOWS. <br />THESE ARE SET BY THE STATE DEPARTMENT OF HEALTH, <br />AFTER MUCH DISCUSSION CHAIRMAN Loy STATED THAT OUR <br />RESPONSIBLITY IS TO WORK WITH THE HEALTH DEPARTMENT TO TAKE <br />` CARE OF THE HEALTH NEEDS IN THE UNINCORPORATED AREAS AND IT WAS <br />t. <br />f <br />OCT 101973 <br />7 - <br />� ,18 p4a 69 <br />
