Will <br />areas, lawns, rooftops, etc., a co ec e <br />it be treated to remove oil, fertilizers, pesticides, etc., before <br />boring dumped into the Indian River and the nearby aquatic preserve? <br />Runnoff from lands housing several thousands of people will be <br />considerable after each rainfall. <br />(3) Mangrove and estuary protection, There exists a <br />well-developed fringe of Red Mangrove along the east bank of the <br />Indian River. These are extremely valuable trees vital to the <br />continued well-being of the river and aquatic preserve. What plans <br />have been made to insure the preservation of these trees and the <br />nearby shallow water habitat? <br />We are confident -that the developers and the city -county <br />planning department with the assistance of various other govern- <br />mental agencies can arrive at answers to most of these vital <br />questions. After that we can determine what actions will be <br />required to insure that we can meet the needs of the area. <br />The time has come when those in position of responsibility, <br />and authority --such as zoning commissioners and city or county <br />commissioners --can no longer determine the future course of a <br />community by piecemeal, off -the -top -of -the -head zoning and site <br />plan decisions. We would be foolhardy indeed to make no attempt <br />to obtain as much information as we need before making these <br />decision's. <br />In a rare instance of unanimity the Citizens Advisory Board, <br />the Chamber of Commerce, the Vero Beach Association, and the Audubon <br />Society agreed that questions and answers on the impact of projects <br />and zoning for projects were vital to the planned growth of Indian <br />River County. We were greatly disappointed to see the capacity <br />for this type of planning excised out of the requested budget <br />supplement for the planking department in 1973, but we hope that <br />the city and county will fund this in 1974. The zoning requests <br />under consideration certainly point up the dire need for impact <br />determinations. <br />We want to make it clear that we are not opaed to develop»ett <br />of the south beach area. At the moment we really do not know what <br />would be best for the area. We hear much conflicting opinion <br />about what multiple family zoning will and will not do. We feel <br />that the facts and the alternatives of one type of development or <br />the otter have not been adequately presented to the people of the <br />area or the county. We feel this can be remedied by thorough <br />study of the master plan, due.to be presented in a few weeks. <br />We all need =ore information be, -,Tore we can take the final steps <br />that are being requested here today --actions that will set in <br />concrete the direction the south beach area will go in development. <br />J- <br />NOV 71973 Book <br />
