PRESENT WERE ALMA LEE Loy, CHAIRMAN: EDWARD <br />J. MASSEY, VICE CHAIRMAN; WILLARD W. SIEBERT, SJR.; .JACK U. <br />DRITENBAS. COMMISSIONER RICHARD P. BOGOSIAN WAS ABSENT. <br />ALSO PRESENT WERE JACK G. .JENNINGS, COUNTY -ADMINISTRATOR; <br />L.S. THOMAS, COUNTY FINANCIAL COORDINATOR; ROY KIRKLAND AND <br />ELIZABETH FORLANI, DEPUTY CLERKS. PAUL D. BURCH, ATTORNEY <br />TO THE BOARD OF COUNTY COMMISSIONERS WAS ABSENT. <br />THE CHAIRMAN CALLED THE MEETING TO ORDER AND STATED <br />THAT THIS MEETING WAS CALLED TO INFORM THE BOARD OF A MEETING <br />WITH STATE. CABINET AIDES, COMMISSIONER BOGOSIAN AND HERSELF <br />TO DISCUSS THE POSSIBILITY OF CHANGING THE LOCATION OF A FIRST <br />a <br />OFFENDER PRISON FACILITY PLANNED FOR INDIAN RIVER COUNTY, <br />THE CHAIRMAN STATED THAT THE CABINET AIDES HAVE <br />OBTAINED TWO APPRAISALS CONFIRMING THE ASKING PRICE AS REASONABLE, <br />AT THE LAST"MEETING'WITH THE CABINET AIDES THE BOARD SUGGESTED THAT <br />THE PRICE FOR THE LAND WAS TOO HIGH. <br />COMMISSIONER BOGOSIAN ENTERED THE MEETING AT 11:55 <br />00CLOCK A.M. <br />COMMISSIONER BOGOSIAN STATED THAT THE APPRAISALS <br />PRESENTED WERE FACTUAL AS FAR AS THE INFORMATION THEY HAD TO <br />WORK WITH, BUT THEY HAD NO KNOWLEDGE THAT THAT AREA IS GROWING <br />RAPIDLY AS A RESIDENTIAL AREA AND THAT A PRISON IS NOT THE BEST <br />USE OF THE LAND, <br />CHAIRMAN LOY ALSO STATED THAT THE DEPARTMENT OF <br />HEALTH AND REHABILITATIVE SERVICES HAS NOT ANSWERED OUR QUESTIONS <br />AS TO WHY THIS COUNTY WAS PICKED FOR THIS FACILITY AND THE FACT <br />THAT THERE IS NO MASTER PLAN FOR PLACING THESE FACILITIES <br />THROUGHOUT THE STATE. THERE HAS BEEN NO INVESTIGATION OR .STUDY <br />OF OTHER COUNTIES TO SEE IF ANY OTHER COUNTY WOULD BE INTERESTED <br />AND WANT TO HAVE THIS FACILITY . <br />DEC. 14 1973 em 18 P'AGE352 <br />If <br />
