DAVID MEYERS STATED THAT THE CRUCIAL THING IS TO BE <br />HUMANISTIC AND REALISTIC.' HE ASKED IF THE EMPLOYEES WILL BE HIRED <br />LOCALLY OR WILL THEY BE EMPLOYED FROM TALLAHASSEE AND STATED IT <br />MIGHT GIVE US A SHOT IN THE ARM. <br />MR. WAINWRIGHT STATED THAT MOST WILL BE HIRED FROM THE <br />LOCAL AREA, NOTING THEY WERE PARTICULARLY INTERESTED IN BLACKS. HE <br />SAID THAT 75 TO 80% OF THE EMPLOYEES WOULD BE FROM THE LOCAL AREA. <br />MR. MEYERS STATED THAT HE WOULD LIKE TO MAKE THIS OBSERVA- <br />TION, "I AM ONLY SPEAKING FOR ME AND NOT FOR ALL BLACK PEOPLE." <br />WALLACE GOSSETT STATED THAT HE WAS HERE TO REPRESENT THE <br />YOUTH OF THIS COUNTY - FIRST WE NEED TO CHANGE THE ATTITUDE OF THESE <br />KIDS. HE WAS IN FAVOR OF THIS INSTITUTION STATING THAT IF HE HAD <br />A CHILD IN TROUBLE, HE WOULD LIKE TO GET SOMEONE TO COUNSEL HIM. <br />CHARLES TRUE STATED HE WAS CONCERNED ABOUT THE YOUTH - <br />80% ARE REPEATERS. HE FELT THIS IS A FINE PROPOSITION AND WILL DO <br />FAR MORE THAN I CAN DO. <br />JOE EARMAN STATED THAT HE WOULD LIKE TO MAKE IT CLEAR THAT <br />HE IS NOT A REPUBLICAN, BUT HE WOULD CALL IT LIKE IT IS. HE STATED <br />THAT HE IS CHAIRMAN OF THE GOVERNOR'S ADVISORY COMMITTEE FOR INDIAN <br />RIVER COUNTY AND HAD TALKED TO THE GOVERNOR THIS MORNING. THE <br />CABINET WILL NOT MAKE THE DECISION WHERE THE FACILITY IS LOCATED. <br />THEY ONLY APPROPRIATE THE NECESSARY MONEY. THE QUESTION IS - DO THEY <br />WANT TO SPEND THE $200,000 PLUS? IT APPEARS THE GOVERNOR'S VOTE IS <br />LIKELY TO BE THE TIE-BREAKER. THE GOVERNOR IS EXTREMELY HONORABLE <br />AND HONEST, AND HE DOES PAY HIS INCOME TAXES. HE IS CONCERNED ABOUT <br />THIS VOTE. MR. EARMAN CONTINUED THAT HE WILL REPORT TO THE GOVERNOR <br />OF FLORIDA JUST HOW HE SEES IT. "MY BACKGROUND IS SIMPLE. I AM <br />AGREEING WITH THE PROPONENTS AND THE OPPONENTS - WHY ARE WE BETTER <br />THAN ANYONE ELSE?" MR. EARMAN ADDRESSED HIS REMARKS TO THE STAFF <br />AND SAID, "YOUR MONEY DOES NOT RUN OUT FOR ELEVEN MONTHS. THERE <br />ARE MANY ACRES IN THIS PART OF FLORIDA. WE NEED FIRST, SECOND AND <br />THIRD ALTERNATIVES.
