that the• Obligee shall or may retain of the value of all work performed or <br />materials furnishr_d in the prosecution of the contract (but not less in any <br />event than ten per cent of such value)_until the Principal has completely <br />performed all the terms, covenants, and conditions of the contract to bo per- <br />formed by the Principal. <br />9.
