Many of the agreements are with the City of Vero Beach, the largest municipality in Indian
River County. Some of these agreements relate to the provision of water and sewer service, while
others include subjects such as the use of utility poles. The county has agreements with the State
Department of Transportation for ownership and maintenance of some roads in the county, while
agreements with the Division of Library Services provide funding for specific groups of people that
utilize the libraries of the county such as the elderly, handicapped or young people. There is a
mutual aid agreement with surrounding counties and an agreement with Osceola County for the
maintenance of a county road that is inaccessible to county vehicles due to flooding. Another state
agency that has an agreement with the county is the Department of Environmental Protection for the
study of Spoil Islands in the Indian River Lagoon. Attachment 1 shows the date, type, and the
entities with which Indian River County has agreements.
