Plan <br />Intergovernmental Coordination Issues Since 1990 <br />Coordination Element <br />Since 1990, Indian River County has had to coordinate with a number of other governmental <br />jurisdictions on a variety of issues. In some cases, this coordination related to infrastructure <br />provision or expansion, cooperative activities, or construction projects. In other cases, this <br />coordination related to development project impacts, public construction policy impacts, and others. <br />Following is a brief summary of some of the coordination issues/efforts with various governmental <br />jurisdictions: <br />• Municipalities <br />The county has coordinated with municipalities on a regular basis regarding many <br />issues including: <br />- Joint Application for Land Acquisition Grants <br />In 1992, county voters approved issuing a general obligation bond not to <br />exceed $26,000,000.00 for acquisition of environmentally significant lands <br />for the protection of water quality, open space and wildlife habitat. The land <br />acquisition committee, which has representatives from the county, <br />municipalities, and special interest groups, identified and ranked <br />environmentally significant lands within the county. Several parcels of <br />environmentally significant lands have been purchased by utilizing the funds <br />from the approved bond or other funds. These lands will be used for passive <br />recreational activities throughout the county. <br />As part of this land acquisition process, the county with several <br />municipalities jointly applied for matching grants from state funding agencies <br />for acquisition of environmentally significant lands within the municipal <br />boundaries. <br />Countywide Recreation System <br />Since 1990, the county has coordinated with all municipalities within the <br />county to establish a countywide recreation system. Due to political and <br />fiscal constraints, a countywide recreation system has not been established. <br />The county, however, has coordinated with separate municipalities to provide <br />recreational facilities and services. <br />Specifically, the county has coordinated with the City of Fellsmere, City of <br />Sebastian, and the City of Vero Beach to provide recreational facilities and <br />services.
