Comprehensive Plan Intergovernmental Coordination Element <br />Plan, and others. <br />Annexation <br />Annexation is one of the most important issues affecting the county and its <br />municipalities. Because the annexation process actually changes <br />governmental control over an area, its effects are significant. In the past, <br />annexations have resulted in the creation of enclaves, islands of <br />unincorporated area within municipalities. These areas are inefficient and <br />uneconomical from a service provision standpoint. <br />While many of the former enclaves have been eliminated and state law <br />prevents the establishment of new enclaves, inefficient annexations can <br />occur. Two major problems which can occur with annexations are: (1) <br />developers circumventing county regulations through annexation and (2) <br />county service/facility provision plans undermined by annexation. <br />For those reasons, coordination is important regarding annexation. Not only <br />do municipalities need to set annexation criteria; they need to specify <br />annexation areas and adopt an annexation policy. <br />Development Impacts <br />The county has coordinated with municipalities on assessing possible impacts <br />from large development projects such as the impact of the Indian River Mall <br />on the City of Vero Beach, and impact of the Disney resort on the Town of <br />Indian River Shores and the Town of Orchid. <br />• Sebastian Inlet Tax District <br />Shoreline erosion problems south of the Sebastian Inlet are generally attributed to the <br />Inlet's interruption of the natural downdrift movement of sand. A cooperative effort <br />is underway between the Sebastian Inlet Tax District and Indian River County to <br />conduct a beach renourishment program in this area. <br />• St. Johns River Water Management District (SJRWMD) <br />The county has coordinated with the SJRWMD for development and maintenance of <br />park sites in the St. John's marsh. <br />With respect to land acquisition, the county and the SJRWMD jointly acquired and <br />jointly manage several parcels of environmental significant land. This includes the <br />Oslo riverfront property, and the Flinn property (purchase pending). <br />Community Development Department Indian River County 45 <br />
