Comprehensive Plan Intergovernmental Coordination Element <br />• PERFORMANCE <br />Performance related issues identified by the workshop participants were: <br />lack of coordination in emergency services and communication; <br />inconsistent enforcement of codes and legal requirements; <br />over regulation; <br />inconsistent road paving; <br />tax dollars not used for optimum benefit; <br />elected officials appear unresponsive to public needs; <br />poor attendance at commission meetings; <br />meetings scheduled at inconvenient times; <br />officials over respond to local interest groups. <br />• STRUCTURE AND DUPLICATION OF EFFORT <br />Structure and duplication issues identified by workshop participants were: <br />overlapping governments; <br />- lack of coordination; <br />parochial attitudes; <br />lack of coordinated permitting processes; <br />overlapping regulations; <br />lack of consolidated services. <br />Vision Workshop Recommendations: <br />Following is the list of workshop's recommendations: <br />• Strong sentiment exists for exploring options for metro government. At least, some degree <br />of consolidation of units and services is desirable <br />• Start with coordination of communications and emergency services. Centralize all 911 <br />systems and implement the 800 MHZ trunking system. Cross train EMS, fire, and police <br />personnel <br />• Investigate joint purchasing capabilities <br />• Establish computer interface <br />• Determine necessary charter revisions to accomplish consolidation of both governmental <br />units and services <br />• Establish a one-stop permitting office representing all state and local entities which must <br />review and issue permits for County projects <br />• Streamline the regulatory process <br />• Work to coordinate local regulations and local laws <br />• Evaluate the appropriateness of regulation in various areas.
