Comprehensive Plan Intergovernmental Coordination Element <br />and appraisal reports submitted by adjacent counties and municipalities within Indian River County, <br />POLICY 1.8: By 2000, the county shall clearly define its intergovernmental responsibilities as they <br />relate to municipalities and adjacent counties by jointly developing procedures and signing interlocal <br />agreements. <br />POLICY 1.9: To ensure coordinated management of the Indian River Lagoon, the county shall <br />continue active participation with the Indian River Lagoon National Estuary Program (IRLNEP) by: <br />° Providing information to the IRLNEP on environmental issues related to land <br />development; <br />Participating in meetings of the IRLNEP. <br />The county will continue coordination with the SJRWMD on the SWIM plan and with other <br />agencies that regulate the Indian River Lagoon. The county will continue to coordinate with <br />the SJRWMD on the SWIM plan by: <br />° Applying for SWIM funds for implementation of programs designed to improve <br />surface water quality; <br />° Submitting regular reports to the SJRWMD on progress of the programs. <br />The county will continue to coordinate drainage related issues with the municipalities in the <br />county and the 298 drainage districts by implementing policies of the drainage sub -element. <br />POLICY 1.10: By 1998, the county shall pass a resolution asking the state to eliminate the regional <br />planning councils. <br />POLICY 1.11: By 1999, the county shall coordinate with the Fellsmere Farms Water Control District <br />to ensure access to and use of the water control district's canal/road right-of-ways by adjacent <br />property owners and to establish maintenance responsibilities for the access roads. <br />POLICY 1.12: The county shall promote joint meetings between the Board of County <br />Commissioners and elected officials of other jurisdictions, as needed. <br />POLICY 1.13: By 1999, the county staff shall coordinate with the staffs of municipalities and <br />adjacent counties and prepare a report identifying inconsistencies and conflicts between the county <br />plan and each local plan. <br />OBJECTIVE 2 Coordination of Level of Service Standards <br />Community Development Department Indian River County 54 <br />
