ORDINANCE NO. 2003-006 <br />standards in subsections (2)(b)2., (2)(b)3., (2)(b)5., (2)(b) I I., (2)(b) I -a, <br />(2)(b) 14.a and (2)(b)14.b - . of this section. However, in no case shall such <br />development within a flood hazard zone be less than eighteen (18) inches above <br />the crown of the road or elevation required by the Indian River County Wealth <br />Department of Health. If base flood data are not available, or cannot be estimated <br />by the county, then new buildings, together with mechanical and electrical <br />equipment, must be elevated at least three (3) feet above highest adjacent natural <br />grade. <br />Where base flood elevation data are utilized, within Zone A on the FIRM, the <br />community development department shall: <br />a. Obtain the elevation (in relation to mean sea level) of the lowest floor <br />(including basement) of all new and substantially improved structures, <br />and; <br />b. Obtain, if the structure has been flood -proofed in accordance with <br />subsection (2)(b)3.b of this section, the elevation (in relation to mean sea <br />level) to which the structure was flood -proofed, and; <br />Maintain a record of all such information. <br />10. The public works department shall notify adjacent communities and the state <br />coordinating office prior to any alteration and relocation of a water course in <br />riverine situations, and submit copies of such notifications to the administrator of <br />the Federal Insurance Administration. <br />1 1. The public works department shall ensure that the flood -carrying capacity within <br />the altered or relocated portion of any watercourse is maintained. The velocity of <br />the base flood must not be adversely altered on any watercourse. <br />12. The community development department shall require that all manufactured <br />homes to be placed within Zone A on the FIRM shall be installed using methods <br />and practices which minimize flood damage. For purposes of this requirement, <br />manufactured homes must be elevated and anchored to resist floatation, collapse, <br />or lateral movement. Methods of anchoring may include, but are not to be limited <br />to, use of over -the -top or frame ties to ground anchors. This requirement is in <br />addition to applicable State and other local anchoring requirements for resisting <br />wind forces. <br />(b) Zones A99, AE, A, AH, and AO zone requirements. <br />All development within zones designated A99, AE, A, AH, and AO on the county <br />FIRM shall meet all the standards of Zone A requirements set out in section <br />930.07(2)(a)1. through 12. above. <br />All new construction and substantial improvements of residential structures within <br />Zones A99, AE, and AH on the county FIRM shall have the lowest floor <br />(including basement) and electrical equipment, heating; equipment, ventilation 3 <br />Coding: Words in stfike through are deletions from existing law.
