1 <br />within the existing easement area along the back lot lines in each <br />block. Each of the 375 dwelling units is also served by individual <br />on-site septic systems consisting of conventional septic tanks and <br />' effluent disposal fields. <br />The existing septic systems do not function properly specifically <br />' with respect to wastewater disposal, since the layer of hard limestone <br />prevents effective percolation of the septic tank effluent. This creates <br />' an unhealthy and environmentally unsound situation in addition to a <br />major inconvenience to the residents of the Rockridge service area <br />in the form of frequent sewage backups into their home's plumbing systems. <br />' The Commissioners of Indian River County, as well as the homeowners <br />of the Rockridge service area, have concluded that there is a high <br />' priority need for resolving the sewage problem in Rockridge by construc- <br />tion of a sewage collection and conveyance system which is permanent <br />' and cost-effective. The first step, in order to satisfy that need, <br />is the preparation of this Engineering Feasibility Study and Report. <br />' Existing Sewage Facilities <br />' One major advantage of the Rockridge project area location is <br />its close proximity to the existing Vero Beach wastewater treatment <br />facility. Other existing sewage facilities in the vicinity of the <br />project area include an 18" concrete force main constructed along the <br />' south side of 18th Street and a 6" PVC force main constructed along <br />the west side of 6th Avenue and the south side of 16th Street. Of <br />course, both of these force mains are conveying sewage to the existing <br />Vero Beach wastewater treatment plant. Also, Fairlane Harbor is located <br />east of the Rockridge project area and south of the Vero Beach wastewater <br />treatment plant. Fairlane Harbor is provided with a sanitary sewer <br />collection system consisting of conventional manholes and 8" gravity <br />' sewer, and an existing pump station on the westerly edge of the project <br />which conveys the sewage via a 3" force main to the Vero Beach plant. <br />This gravity collection system was, no doubt, constructed as part of <br />' the original subdivision improvements when the ground was totally vacant. <br />The gravity collection system is installed in the street rights-of- <br />way and was, probably, in place and ready for service before the streets <br />-2- <br />
