1 <br />1 <br />' 2.0 INTRODUCTION <br />2.1 PURPOSE AND SCOPE <br />On March 3, 1978, the EPA issued Program Requirements Memorandum (PRM) 78-9 <br />' concerning construction grant funding of wastewater collection system <br />projects. This memorandum, which superseded PRM 77-8, establishes review <br />' guidelines to ensure that proposed projects meet the requirements of both <br />PL 92-500 and PL 95-217, as well as the construction grant regulations. <br />According to PRM 78-9, new collection systems in existing communities may <br />be grant eligible provided the project complies with the following EPA <br />' policy: <br />' o Substantial human habitation was in existence in the study <br />area on October 18, 1972. <br />' o The bulk, generally two-thirds <br />of the expected flow (flow <br />' from existing plus projected future habitations) from the <br />collection system will be wastewaters originating from the <br />habitations in existence on October 18, 1972. <br />o The collection system is cost-effective, considering the <br />' population density of the study area and the severity of the <br />water quality problems associated with the present method of <br />' wastewater disposal. <br />' o The collection system conforms with any approved Water <br />Quality Management Plan, Executive Orders on Wetlands and <br />' Floodplains, and Agency policy on wetlands. <br />1 <br />' IRC.FL1 <br />6/4/87 <br />2-1 <br />
