r <br />1 <br />5.1 FUTURE LAND USE <br />5.0 FUTURE CONDITIONS <br />' In accordance with the Local Government Comprehensive Planning Act of 1975, <br />Indian River County prepared and adopted a Comprehensive Land Use Plan. <br />' The Land Use Plan Map for Indian River County was used to determine the <br />zoning of the areas in this study. Existing development within the study <br />areas is compatible with the County plan, so future land use will not be <br />' substantially different from present land use. <br />' 5.2 FUTURE POPULATION PROJECTIONS <br />' To estimate future population realistically, the assumption was made that <br />existing structures will remain intact. Growth will result from the <br />' development of vacant lots in accordance with the land use plan. Another <br />method which could have been used is to assume that the existing structures <br />are eventually demolished and the area is ultimately redeveloped at the <br />' maximum density allowable in the land use plan. The latter method is not <br />reasonable in the foreseeable future for the study area, due to the good <br />' general condition of the neighborhood. <br />The 1985 County Zoning Map <br />was utilized in projecting the maximum future <br />' <br />population of presently vacant <br />land. The map specifies the development <br />' <br />that may occur according to <br />five <br />type and density (for example, low density with <br />a maximum of dwelling <br />units per acre). The number of new future <br />dwelling units or buildings <br />was calculated on a block -by -block basis, <br />' <br />considering the zoning and <br />available vacant acreage. The Rockridge area <br />was 95 percent built out in <br />1972. <br />' <br />The occupancy factor of 2.4 <br />persons per dwelling units (DU) given in the <br />' <br />County's Comprehensive Plan <br />is assumed to remain constant in the future for <br />the study area. The future <br />new population is the product of that factor <br />' <br />times the new dwelling units. <br />The total future population is the sum of <br />IRC.FL1 <br />' <br />6/4/87 <br />5-1 <br />
