1 <br />C <br />7.0 PUBLIC PARTICIPATION <br />7.1 GENERAL <br />In accordance with EPA requirements, a public participation work plan was <br />developed which included a public survey and a public hearing. The <br />informal public survey was conducted after the draft report had been <br />completed. The more structured public hearing was held after the interim <br />report had been written, and proper legal notification given. <br />' Considerable effort was expended to ensure that all interested parties were <br />contacted for the survey and notified of the public hearing. The EPA <br />requires advance notice of 45 days in a local newspaper or other <br />' conspicuous location to allow adequate time for the public to review <br />pertinent documents and to prepare for the hearing. A public survey was <br />' conducted at the public hearing. The public hearing was advertised in the <br />local newspaper and notices were delivered to all affected residents. A <br />' copy of the advertisement can be seen on Figure 7-1 and a copy of the <br />notice can be seen on Figure 7-2. <br />' 7.2 PUBLIC HEARING <br />' The public hearing was held on April 21, 1987, after completion of the <br />interim report. A presentation was given by the engineering consultants, <br />' which was followed by a question -and -answer session. <br />' The public hearing presentation included the reasons that the study was <br />performed and the results obtained. The relationship between EPA <br />' population criteria and the characteristics of the study area was <br />explained.
