1 <br />' 1.0 EXECUTIVE SUMMARY <br />' 1.1 SUMMARY <br />' This report presents the results of an evaluation performed in accordance <br />with current U. S. Environmental Protection Agency (EPA) and Florida <br />' Department of Environmental Regulation (FDER) guidelines for a study area <br />in Indian River County, Florida. The report is divided into various <br />' sections generally outlined in the FDER checklist for this type of study. <br />' Background information on the purpose of this study and the planning area <br />is presented in Section 2. Section 3 reviews the major sources of <br />groundwater contamination, the regulations aimed at protecting groundwater <br />' resources, and available water quality data in the vicinity of the study <br />area. Section 4 describes existing conditions in the study area and <br />' presents an analysis of population densities and wastewater flows. Section <br />5 examines future conditions in the study area and evaluates the <br />' Environmental Protection Agency (EPA) "two-thirds" flow criteria. <br />' Section 6 evaluates various alternative wastewater collection systems. <br />Section 7 presents the input from the public concerning the project. <br />Section 8 describes preliminary design and cost data for the recommended <br />tplan. Section 9 contains the financial capability demonstration. Section <br />10 summarizes the environmental considerations of the recommended plan. <br />Onsite waste disposal facilities, such as the septic tank systems in <br />existence throughout the study area, are a potential source of groundwater <br />contamination. The high groundwater levels, impermeable limestone layered <br />one to two feet below the land surface, and low surface elevations of the <br />area further reduce the effectiveness of this treatment system. <br />IRC.VB4 <br />6/4/87 <br />1-1 <br />
