CITIZEN. MR. LUCAS DISAGREED WITH THE WAY THE CABLEVISION <br />OFFICIALS CALCULATED THE RATE OF RETURN INVESTMENT. AFTER <br />MUCH DISCUSSION, MR, LUCAS STATED THAT 1973 WAS THE FINEST, <br />MOST PROFITABLE YEAR SINCE FLORIDA CABLEVISION HAS BEEN IN <br />INDIAN RIVER COUNTY AND THAT A RATE INCREASE WAS NOT JUSTIFIED <br />AT THIS TIME. <br />JACK HOCKMAN, ASSISTANT FINANCE OFFICER, WHO AUDITED <br />THE CABLEVISION REPORT, STATED THAT CABLEVISION COULD SURVIVE <br />AT $5.50 AND COULD BE VERY WELL-OFF AT THE $6.00 RATE -DURING <br />THE NEXT THREE YEARS, <br />A MOTION WAS MADE BY COMMISSIONER BOGOSIAN, SECONDED <br />BY COMMISSLONER MASSEY, APPROVING A RATE OF $,50 TO BRING <br />THE COST FROM $5.50 To $6.00 PER MONTH, <br />DISCUSSION FOLLOWED, AND MR. ROSENCRANS STATED THAT <br />IF THE MOTION IS FOR A $.50 INCREASE, HE WOULD LIKE TO REQUEST <br />MORE TIME FOR DISCUSSION IN ORDER TO JUSTIFY THE NEED FOR A <br />$1.00 INCREASE, <br />THE CHAIRMAN.STATED THAT THERE IS A MOTION AND A <br />SECOND ON THE FLOOR. COMMISSIONERS' MASSEY AND BOGOSIAN VOTED <br />IN FAVOR OF THE MOTION, AND COMMISSIONERS DRITENBAS, $IEBERT <br />AND Loy VOTED IN OPPOSITION.
