MEMORANDUM . <br /> DATE : December 2 , 1987 <br /> TO : Honorable Mayor & <br /> City Council <br /> FROM : City Attp1ney & City a r <br /> SUBJECT : Special District for Solid Waste Disposal <br /> The attached Resolution would make the City a member of the Special District <br /> for Solid Waste Disposal . The staff feels that the establishment of this District and <br /> membership by the City is in the public interest . Inasmuch as this Is a taxing <br /> district it is essential that everything be in place before January 1 , 1988 . The <br /> County has scheduled a public hearing on the Ordinance for December 22 , 1987 at <br /> which time it should be adopted . The last City Council meeting before January 1 , <br /> 1988 is December 15 , 1987 . It , therefore , becomes necessary , if we are going to <br /> participate without waiting a year , that the City Council approve the Resolution on <br /> the condition that the County Commission adopts the Ordinance establishing the <br /> Special District at the December 22 , 1987 meeting . As an alternative , the City <br /> Council could wait until after the December 22 County meeting and hold a Special <br /> Call meeting prior to December 31 , 1987 . <br /> There is no legal impediment to adopting the Resolution at the December 15 <br /> meeting on the condition subsequent that the County does in fact establish the <br /> District in accordance with its proposal . Accordingly , it is recommended that the <br /> attached Resolution be adopted . <br /> TPO : kls <br /> I <br />
