� � r <br />TUESDAY, APRIL 16, 1974 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER <br />COUNTY, FLORIDA MET IN SPECIAL SESSION AT THE COURTHOUSE, <br />VERO BEACH, FLORIDA, ON TUESDAY, APRIL 16, 1974 AT 7:30 <br />O'CLOCK P.M. PRESENT WERE ALMA LEE LOY, CHAIRMAN; EDWARD J. <br />MASSEY, VICE CHAIRMAN; WILLARD W. SIEBERT, JR.; .JACK U. <br />DRITENBAS; AND RICHARD P. BOGOSIAN. ALSO PRESENT WERE <br />.JACK G. JENNINGS COUNTY ADMINISTRATOR; JACK HOCKMAN AND <br />ELIZABETH FORLANI, DEPUTY CLERKS. PAUL D. BURGH, ATTORNEY <br />TO THE BOARD OF COUNTY COMMISSIONERS AND L.S. THOMAS, COUNTY <br />FINANCIAL COORDINATOR WERE ABSENT. <br />ALSO PRESENT WERE .JAMES BEINDORF AND DR. DAVID SMITH <br />CONSULTING ENGINEERS. <br />THE CHAIRMAN CALLED THE MEETING TO ORDER AND STATED <br />THAT THE REASON FOR THIS MEETING IS TO HEAR A REPORT FROM <br />OUR CONSULTING ENGINEERS RELATIVE TO FURTHER INFORMATION <br />AND EXPLORATION INTO THE "201 FACILITIES PLAN". <br />DR. DAVID SMITH STATED THAT THE ENVIRONMENTAL PROTECTION <br />AGENCY'S REQUIREMENTS TO REMAIN EW-GIBLE FOR A GRANT HAVE <br />CHANGED AND IN ORDER TO OBTAIN ANY GRANT ;IN THE FUTURE, THE <br />''201 FACILITIES PLAN" MUST BE MADE. THIS PLAN WOULD PROCEED <br />IN THREE STAGES: FIRST THE OVERALL PLAN WOULD HAVE TO BE PREPARED <br />r <br />AND APPROVED BY THE E.P.A. AND A PUBLIC HEARING WOULD FOLLOW;_ THE <br />� 4 <br />SECOND STEP WOULD BE TO DEVELOP CONSTRUCTION DRAWINGS AND <br />ENGINEERING PLANS AND TO SELECT THOSE AREAS TO BE INCLUDED IN <br />PHASE I; THE THIRD STEP IS THE ACTUAL CONSTRUCTION. <br />75%. <br />IN EACH STEP THE FEDERAL GOVERNMENT COULD FUND UP TO <br />.JACK STINSON APPEARED STATING THAT THE BOARD SHOULD <br />NOT GO BACK TO CONSIDERING A COUNTY -WIDE SEWER SYSTEM SINCE THE <br />RESIDENTS OF THE COUNTY HAVE VOICED THEIR OPPOSITION TO IT AND <br />SUGGESTED THAT THE CONSULTING ENGINEERS PROCEED TO WORK ON <br />A LIMITED PLAN INCLUDING TAKING OVER MID FLORIDA UTILITIES AND <br />URBAN DEVELOPMENT COMPANY. <br />acux 19 pigA48 <br />
