HE STATED THAT SUCH A GROUP IS REQUIRED IN ORDER <br />TO QUALIFY FCTR FUNDING UNDER THE `701" FEDERAL PLANNING <br />ASSISTANCE PROGRAM. <br />MUCH DISCUSSION FOLLOWED ON THE ADVISABILITY OF HAV-- <br />ING SUCH A GROUP, WHETHER OR NOT IT WAS ABSOLUTELY REQUIRED, <br />AND, IF S0, BY WHAT SPECIFIC AUTHORITY. <br />JEROME KRAMER OF THE VERO BEACH CIVIC ASSOCIATION <br />SPOKE AGAINST SETTING UP SUCH AN ADVISORY GROUP, <br />THE BOARD INSTRUCTED ATTORNEY BURCH AND MR.
