VOGEL STATED THAT THE PARK IS BEING ABUSED BY <br />CAMPERS AND LISTED THE FOLLOWING PROBLEMS: <br />POLLUTION; INDISCRIMINATE SHOOTING IN THE PARK <br />AREA, WHICH IS BOTH DANGEROUS AND NOISY; CAMPERS WHO USE <br />THE PARK AS A PERMANENT HOME FOR THEIR TRAILERS AS IT IS FREE, <br />MR. VOGEL SUGGESTED FOR THE BOARD'S CONSIDERATION, <br />ENFORCING A 72 HOUR LIMIT FOR CAMPERS; BANNING ALL SHOOTING; <br />AND CHARGING A FEE FOR CAMPERS TO USE THE PARK, THIS MONEY <br />COULD BE USED FOR IMPROVEMENT OF THE PARK, SUCH AS INSTALLA- <br />TION OF SANITARY FACILITIES. <br />THE BOARD AGREED THAT THE COUNTY ADMINISTRATOR, <br />ATTORNEY BURCH, COMMISSIONER MASSEY OR COMMISSIONER SIEBERT <br />MEET WITH A REPRESENTATIVE FROM THE DELEGATION PRESENT TODAY <br />AND MR. MIDDLETON TO FURTHER INVESTIGATE THESE PROBLEMS AND <br />REPORT BACK TO THE BOARD. <br />ATTORNEY BURCH INFORMED THE BOARD OF A REQUEST <br />FROM FRANK ZORC, WHO IS DEVELOPING ST. FRANCIS MANOR APART- <br />MENTS OF VERO BEACH. THIS WILL BE APARTMENTS FOR SENIOR <br />CITIZENS WHICH WILL BE BUILT ON PROPERTY THAT WAS LEASED <br />FROM THE COUNTY. <br />MR. ZORC IS REQUESTING AMENDMENTS TO THE LEASE <br />AS FOLLOWS: <br />DELETING THAT PORTION OF THE LEASE WHERE THERE IS AN ANTENNA <br />TIE -DOWN USED BY THE SHERIFF'S DEPARTMENT AND TO LEASE THAT <br />PORTION OF POND NOW EXCLUDED, WHICH WILL BE FENCED ACCORDING <br />TO REQUIREMENTS FROM THE SHERIFF'S DEPARTMENT AND FOR INSURANCE <br />PURPOSES. <br />ATTORNEY BURCH STATED THAT IT SHOULD BE CLEARLY <br />INDICATED THAT AT NO TIME COULD THE POND BE FILLED IN WITHOUT <br />THE CONSENT OF THE BOARD OF COUNTY COMMISSIONERS. <br />7 <br />a� �t 4u iwa 93 <br />
