s <br />MR. JACK MALOY, REPRESENTATIVE OF THE. -CENTRAL AND <br />SOUTHERN FLORIDA FLOOD CONTROL DISTRICT, MADE -A PRESENTATION <br />IN REGARD TO INDIAN RIVER COUNTY MOVING TO THE NEW ST. JOHN'S <br />RIVER MANAGEMENT DISTRICT. HE SPOKE OF THE UPPER ST. JOHN'S <br />PROJECT WHICH WAS .STOPPED IN 1971 WHEN THE STATE WOULD NOT <br />ACCEPT THE ENVIRONMENTAL IMPACT STATEMENT, BUT SAID HE FELT <br />THE CORPS OF ENGINEERS WOULD COME OUT WITH A MODIFIED PLAN <br />WHICH WILL BE ACCEPTABLE IN THE FUTURE. <br />MR, MALOY NOTED THAT THE CENTRAL AND SOUTHERN FLORIDA <br />FLOOD CONTROL DISTRICT HAS BEEN TAKING AD VALOREM TAXES OUT OF THIS. <br />COUNTY SINCE 1949. HE POINTED OUT THAT ALL THE NEW ST, JOHN'S <br />WATER MANAGEMENT DISTRICT HAS IS $500,000.00 APPROPRIATED FOR <br />IT AS OF JULY OF THIS YEAR, AND HE FELT IT WOULD NATURALLY <br />TAKE A NEW DISTRICT SOME TIME TO GET ORGANIZED. HE ALSO <br />POINTED OUT THAT THE NEW DISTRICT COULD NOT LEVY AD VALOREM <br />TAXES WITHOUT A REFERENDUM AND WOULD, THEREFORE,'HAVE TO <br />DEPEND TOTALLY ON THE LEGISLATURE TO FUND ITS ACTIVITIES. <br />-%1R MALOY INFORMED THE BOARD THAT BREVARD COUNTY HAD OPTED <br />TO STAY IN THE CENTRAL AND SOUTHERN FLORIDA FLOOD CONTROL DISTRICT <br />UNTIL THE ST. JOHNS PROJECT BECAME OPERATIONAL AND HAS ASKED <br />FOR AN AMENDMENT.OF THE LEGISLATURE. <br />COMMISSIONER SIEBERT ASKED WHETHER WE HAVE PUT MORE <br />MONEY INTO THIS DISTRICT THEN WE HAVE.GOTTEN OUT OF IT. <br />MR. NALOY ANSWERED THAT THERE IS NO PHYSICAL EVIDENCE <br />THAT YOU HAVE GOTTEN A RETURN FOR YOUR MONEY. IT HAS MAINLY <br />BEEN SPENT IN ACQUIRING LAND. <br />COMMISSIONER BOGOSIAN SAID HE FELT THE ONLY ALTERNATIVE <br />WAS TO STAY WITH THE CENTRAL AND SOUTHERN FLORIDA FLOOD CONTROL <br />DISTRICT OR LOSE EVERYTHING WE HAVE INVESTED. HE ALSO <br />ASKED IF WE SHOULD TRANSFER TO THE NEW DISTRICT, WHAT ABOUT <br />THE LAND WE HAVE ACQUIRED WOULD IT GO WITH US OR WOULD WE HAVE <br />TO PAY FOR IT ALL OVER AGAIN? <br />MR, NALOY ANSWERED THAT THIS WOULD BE A COURT QUESTION, <br />BUT IF THERE IS NOT GOING TO BE A PROJECT, THE LAND MAY HAVE TO <br />GO BACK TO THE FORMER LANDOWNERS. <br />11 <br />juN 19,1974 cook 20 PAcE201 <br />
