Comprehensive Plan Intergovernmental Coordination Element <br />report must include, but not be limited to, a description of existing public facilities owned or <br />operated by the special district; a description of each public facility the district is building, improving <br />or expanding; a description of each public facility the special district currently proposes to replace; <br />anticipated completion time; anticipated capacity of and demands on each public facility when <br />completed; and other requirements as outlined on Section. 189.415, F.S. <br />Intergovernmental Coordination Agreements <br />These agreements are between Indian River County and several state, local and surrounding county <br />agencies. Many of the agreements are with the City of Vero Beach, the largest municipality in Indian <br />River County. Some of these agreements relate to the provision of water and sewer service, while <br />others include subjects such as the use of utility poles. The county has agreements with the State <br />Department of Transportation for ownership and maintenance of some roads in the county, while <br />agreements with the Division of Library Services provide funding for specific groups of people that <br />utilize the libraries of the county such as the elderly, handicapped or young people. There is a <br />mutual aid agreement with surrounding counties and an agreement with Osceola County for the <br />maintenance of a county road that is inaccessible to county vehicles due to flooding. Another state <br />agency that has an agreement with the county is the Department of Environmental Protection for the <br />study of Spoil Islands in the Indian River Lagoon. Attachment 1 shows the date, type, and the <br />entities with which Indian River County has agreements.
