THE COUNTY ADMINISTRATOR STATED THAT HE DID A SURVEY OF THE <br />BEACHES AND REPORTED THAT THE BEACHES LOCATED IN THE_CITY HAD THE <br />MOST DAMAGE. <br />CHAIRMAN Loy INFORMED THE BOARD OF A LETTER FROM <br />J.T.-CARLTON STATING THAT THE GOVERNOR AND CABINET WILL CONSIDER <br />ESTABLISHMENT OF THE COASTAL CONSTRUCTION SETBACK LINE FOR THE <br />INDIAN RIVER COUNTY SHORELINE AT THEIR OCTOBER 15, 1974 MEETING. <br />MR. CARLTON WAS APPOINTED AS HEARING OFFICER BY THE DIRECTOR OF THE <br />' a DIVISION OF MARINE RESOURCES OF THE DEPARTMENT OF NATURAL RESOURCES <br />AND HAS PREPARED A REPORT RECOMMENDING THE LOCATION OF .THE <br />COASTAL CONSTRUCTION SETBACK LINE. <br />DEAN LUETHJE, ENGINEER, REPRESENTING BREEZY VILLAGE MOBILE <br />HOME PARK APPEARED AGAIN TO DISCUSS THE PAVING OF VICKERS ROAD BY <br />THE DEVELOPER AND THE SIGNALIZING OF THE RAILROAD CROSSING KNOWN AS, <br />"HALES CROSSING". THIS SUBJECT HAD BEEN PREVIOUSLY DISCUSSED BY THE <br />BOARD AT THEIR SEPTEMBER 19TH AND OCTOBER 10TH, 1973 MEETINGS AND <br />ALSO AT THEIR SEPTEMBER 11TH AND 25TH, 1974 MEETINGS. <br />MR. LUETHJE STATED THAT ON EITHER SIDE OF VICKERS ROAD, <br />PROPERTY OWNERS HAVE DEDICATED RIGHT—OF—WAY TO ALLOW A ROAD TO BE <br />CONSTRUCTED IN ACCORDANCE WITH COUNTY SPECIFICATIONS FROM U.S. <br />HIGHWAY 1 TO SAN SOUCI MOBILE HOME PARK, MR. LUETHJE PRESENTED AN <br />AGREEMENT FROM MR.EDWARD KARR, DEVELOPER OF BREEZY VILLAGE STATING <br />THAT HE WILL ALSO PAVE THE ROAD RUNNING NORTH AND SOUTH ALONG THE <br />WEST SIDE OF HIS PROPERTY AT NO EXPENSE TO THE COUNTY, MR, LUETHJE <br />AGAIN EXPLAINED HIS REQUEST TO THE BOARD THAT VICKERS ROAD RUNNING <br />EAST AND WEST FROM U.S. 1 TO SAN SOUCI MOBILE HOME PARK WILL BE <br />' GRADED AND CONSTRUCTED BY COUNTY FORCES; THE COUNTY WILL ACCEPT THIS <br />ROAD AND TAKE OVER THE MAINTENANCE OF IT WHICH WILL MAKE IT A PUBLIC <br />ROAD. MR. KARR WILL THEN PAY THE COUNTY THE COST OF CONSTRUCTING <br />VICKERS ROAD. <br />THE BOARD THEN DISCUSSED THE DANGEROUS PRIVATE RAILROAD <br />CROSSING AT VICKERS ROAD KNOWN AS `HALES CROSSING". <br />ATTORNEY BURCH STATED THAT IF THE COUNTY ACCEPTS THE <br />DEDICATION OF VICKERS ROAD, HALES CROSSING WILL BECOME A PUBLIC <br />RAILROAD CROSSING AND THE FLORIDA EAST COAST RAILROAD WILL MAINTAIN <br />IT, BUT THEY WILL NOT INSTALL ANY PROTECTIVE DEVICES — THAT WILL <br />BE THE RESPONSIBILITY OF THE COUNTY.
