BA TON, CLERK <br />RESOLUTION NO. 2007- 157 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA DIRECTING <br />DEPOSITORIES OF COUNTY FUNDS TO HONOR CERTAIN <br />AUTHORIZED SIGNATURES ON COUNTY CHECK <br />WARRANTS AND OTHER ORDERS FOR PAYMENT, PROVIDIN <br />FOR BOARD OF COUNTY COMMISSIONERS AND CLERK CSF <br />THE CIRCUIT COURT SIGNATORIES; RESCINDIN <br />RESOLUTION NO 2006-181; DELEGATING AUTHORITY TO THE <br />COUNTY ADMINISTRATOR TO DECLARE STATES OF LOC L <br />EMERGENCIES AND TO ACT IN A STATE OF FLORID <br />DECLARED EMERGENCY AFFECTING INDIAN RIVER COUNT <br />AND PROVIDING AN EFFECTIVE DATE <br />WHEREAS, on November 20, 2007, the Board of County Commission-rs of Indian <br />River County ("Board") selected Sandra L Bowden as Chairman fro November <br />20, 2007, and continuing through November 17, 2008, and , - - as <br />Vice Chairman from November 20, 2007, and continuing through Novemb r 17, 2008; <br />and <br />WHEREAS, Jeffrey K. Barton is the duly elected Clerk of the Circ it Court for <br />Indian River County (Clerk"), and he serves as clerk and accountant to the Board, <br />pursuant to Section 28.12, Florida Statutes (2006); and <br />WHEREAS, the Board has previously designated certain ins itutions as <br />depositories of County funds; and <br />WHEREAS, the Board's selection of Chairman and Vice Chairman re.uires a re- <br />designation of signatories for County warrants checks, and other orders for t e payment <br />of money drawn on the County's depositories; <br />WHEREAS, the Board has determined that the existing financial practices <br />concerning personnel policies and employee compensation eliminate the need to require <br />manual signatures on salary and other compensation warrants, checks, and Other orders <br />payable to Board employees; and <br />WHEREAS, the Board has determined that it is in the best interests of <br />to delegate the authority to declare that a state of local emergency exists in I <br />County to the County Administrator acting as Indian River County Emergen <br />District Director for any local emergency that may arise from November 20 2 <br />calendar year 2008; and <br />the County <br />dian River <br />y Services <br />07 through <br />WHEREAS, the Board has determined that it is in the best interests of the County <br />to delegate the authority to issue orders and rules, including Emergency Ordes, during a <br />State of Florida declared emergency affecting Indian River County to tie County <br />1 <br />SmeadSof Rep int Date: Friday, January 30, 2009 - 10:45:11 - OfficialDocuments:2262, Attachment Id 1, Page 1 <br />
