Brown <br /> Director, Office of Manageme t & udet <br /> Date: November 29, 2005 <br /> Subject: Miscellaneous Budget Amendment 004 <br /> Description and Conditions <br /> The attached budget amendment appropriates funding necessary for the following: <br /> 1. On July 20, 2004 the Board of County Commissioners approved an interlocal agreement with <br /> the Orange County Sheriff's Office for interoperable communications equipment. Under the <br /> approved agreement Indian River County is responsible for 25% of the total cost of <br /> equipment and installation. The attached entry appropriates funding from the Law <br /> Enforcement Trust Fund in the amount of $63,550 for equipment and installation. <br /> 2. Indian River County Libraries have received donations totaling $12,506. The attached entry <br /> appropriates these donations. <br /> 3. At the meeting of November 8, 2005, the Board of Commissioners approved a grant <br /> application from the School District of Indian River County for funding from the Dori Slosberg <br /> Driver Education Safety Act in the amount of $13,957. These funds will be used for driver <br /> education programs at Vero Beach High School and Sebastian River High School. The <br /> attached entry appropriates these funds. <br /> 4. The Board approved an agreement with the State of Florida, Department of Community <br /> Affairs, at their October 4, 2005 meeting. This agreement provides funding from the <br /> Department of Homeland Security relating to the 2006 National Incident Management System <br /> (NIMS). The attached entry appropriates these funds in the amount of $38,523 to be used for <br /> planning, training, and exercises associated with the Department of Homeland Security <br /> requirements for 2006. <br /> 5. Last fiscal year Indian River County was awarded $14,563,228 in Hurricane Housing <br /> Recovery (HHR) funds from the Florida Housing Finance Corporation. These funds are to <br /> help families displaced by the hurricanes of 2004. The attached entry appropriates HHR <br /> funding for the 2005/2006 fiscal year in the amount of$3,550,000. <br /> 6. For the 2005/2006 budget year the Sheriff agreed to follow the county guidelines to set his <br /> employees' cost-of-living adjustment (COLA). His budget was submitted using a 2.5% COLA <br /> rate. However, through contract negotiations County employees received a 3.0% COLA. The <br /> Sheriff has requested a budget amendment in the amount of $105,672 for the extra 0.5% <br /> increase.
