Box 5, <br />Vero Beach, Florida 32960 <br />Dear Mr. Burch: <br />Pursuant to the Federal Register Volume 39 - Number 45 dated <br />Tuesday, March 19, 1974 and labeled "Comprehensive Manpower <br />Program and Grants to areas of High Unemployment", I question <br />the State of Florida's Department of Commerce's position re- <br />lative to the county level administration of these funds. <br />I feel that it was the.intent of Congress to direct these funds <br />to a local level for final distribution. What is actually <br />happening is that various State agencies are administering these <br />funds from a State level. <br />The exact legal question that I have is this: Are these State <br />agencies using the language of the law to usurp the administra- <br />tion of these funds rather than supervising the local adminis- <br />tration of these funds. It is my belief that the above act in- <br />tended that all funds would in finality be administered under <br />County or Municipal agencies and not through State agencies. To <br />strengthen my position on this matter, I point out to you, that <br />all Counties and Municipalities with a population of over 100,000 <br />work directly with the Federal Government. <br />What I really would like to have is the State of Florida's Attorney <br />.Generals opinion on this matter and if necessary, a Federal Court's <br />interpretation of this question. <br />Since ely your4,; <br />Q �� l <br />L.S.
