COMMISSIONER SCHMUCKER LEFT THE MEETING. <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD <br />AT THIS PUBLIC HEARING. <br />HARLAND PETERSON, ENGINEER REPRESENTING TOTAL DEVELOPMENT <br />CORPORATION CLIENT'S MAX AND BESSIE WEISSMAN, APPEARED AND MADE <br />HIS PRESENTATION. <br />MR. PETERSON STATED THAT THIS PROPERTY LIES EAST OF I-95 <br />ON FELLSMERE ROAD AND CONSISTS OF APPROXIMATELY 110 ACRES. MR. <br />PETERSON STATED THAT THE REQUEST IS FOR THE NORTH 160 FEET TO BE <br />REZONED FROM C-1 COMMERCIAL TO R-1PM PERMANENT MOBILE HOME SUB- <br />DIVISION DISTRICT WITH THE EXCEPTION OF LOTS 1 THROUGH 5 AND LOTS <br />34 AND 35. THESE LOTS WILL REMAIN IN C-1 COMMERCIAL DISTRICT AND <br />THE BALANCE OF THE PROPERTY TO BE CHANGED FROM AGRICULTURE DISTRICT <br />TO R-1PM PERMANENT MOBILE HOME SUBDIVISION DISTRICT. <br />IT WAS STATED THAT THERE IS NO BUILDING OR ACTIVITY NOW ON THIS <br />PROPERTY AND MR. PETERSON FEELS THAT THE ZONING CHANGE WILL ENHANCE <br />THIS PROPERTY. <br />IF THIS REZONING IS APPROVED, IT WOULD ALLOW MOBILE HOME OWNERS <br />TO OWN HIS OWN LOT. <br />VAL BRENNAN, PLANNING DIRECTOR STATED THAT THE ZONING COMMISSION <br />RECOMMENDED THIS REZONING, <br />JOHN MORRISON, AN INDIAN RIVER SHORES RESIDENT APPEARED IN <br />OPPOSITION TO THE ZONING CHANGE AND STATED THAT THERE IS NO NEED <br />FOR MOBILE HOME LAND AND THE LAND IN QUESTION IS NOT ADQUATELY DRAINED <br />FOR DEVELOPMENT. HE CONTINUED THAT THE COST OF PROVIDING SERVICES <br />TO THE AREA WOULD EXCEED THE TAX REVENUE IT WILL PRODUCE. <br />MR. JENNINGS, COUNTY ADMINISTRATOR STATED THAT THIS PROPERTY <br />IS IN ,AN UNRECORDED SUBDIVISION KNOWN AS PINE LAKES ESTATES. <br />MR. PETERSON REQUESTED THAT THE BOARD CONSIDER TABLING THIS <br />MATTER UNTIL HE COULD FURNISH ADDITIONAL INFORMATION. <br />THE BOARD DID NOT AGREE TO THIS REQUEST. <br />AFTER DISCUSSION A MOTION WAS MADE BY COMMISSIONER SIEBERT, <br />SECONDED BY COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY DENIED THE <br />REZONING REQUEST OF MAX AND BERTHA WEISSMAN. <br />COMMISSIONER SIEBERT STATED THE FOLLOWING REASONS FOR <br />HIS DENIAL ARE: <br />-26- <br />nook -21. eA3[448 • <br />
