The Railway will accept $17,000 presently held in <br />escrow as partial payment for the installation of the above. <br />The balance of the cost, however, we believe, should be borne <br />by the County. The Railway is willing to finance the balance <br />over a -three year period, at prime rate of interest, with pay- <br />ments to be made quarterly, if the County finds itself to be in -- <br />a relatively "poor cash" position and does not have adequate funds <br />on hand at the present time to pay for the installation. <br />The Railway believes that the type of protection outlined above is <br />a minimal protection considering the existing hazards at this loca- <br />tion. <br />-Yours very truly, . <br />/ 4 <br />•John J.
