SILVIE PERELLA, PRESIDENT, APPEARED:AND EXPLAINED THE PLANS <br />FOR THIS SUNSHINE CENTERS HE STATED THAT:THEY WOULD LIKE TO CONSIDER <br />BUILDING A NEW BUILDING, BUT UNDER THE CIRCIUMSTANCES OF A 39 YEAR LEASE <br />THEY DID NOT FEEL IT WOULD PAY. <br />COMMISSIONER WODTKE STATED THAT.HE WOULD LIKE TO KNOW THEIR <br />DEFINITE PLANS IF THEY ARE GOING TO REBUILD `OR EXPAND THE PRESENT <br />FACILITY, HE WOULD BE RECEPTIVE TO A 99 YEAR LEASE IF THERE WERE PLANS <br />PRESENTED TO THEM TO SUBSTANTIATE THE NEED. <br />MR. PERRELLA STATED THAT HE WAS CONSIDERING APPOINTING A <br />CHAIRMAN TO A BUILDING COMMITTEE AND RECOMMENDING TO THEM THAT THEY SEEK <br />PROFESSIONAL HELP IN ORDER TO COME UP WITH DEFINITE PLANS AS TO THE <br />FEASIBILITY OF EITHER A NEW COMPLEX OR RENOVATING WHAT THEY ALREADY HAVE. <br />A MOTION WAS MADE BY COMMISSIONER SCHMUCKER, SECONDED BY COM- <br />MISSIONER SIEBERT, THAT THEY DRAFT A LEASE AND OBTAIN A CERTIFIED SURVEY <br />OF THE GROUNDS SO THAT THEY ARE SURE OF THE GROUND THEY ARE ON, <br />COMMISSIONER SIEBERT STATED THAT HE FEELS THEY SHOULD HAVE <br />DEFINITE PLANS, FIRST THEY MUST DETERMINE THEIR NEEDS AND THEIR FINAN- <br />CIAL CAPITAL, AND THEN THEY CAN GO TO A FINANCIAL LOANING INSTITUTION <br />TO FIND OUT WHAT TYPE OF LEASE THEY WILL LOAN YOU MONEY FOR. <br />CHAIRMAN LOY ASKED IF THE BOARD WOULD HAVE ANY OBJECTION TO <br />CHANGING THE LEASE TO A 99 YEAR LEASE. .. <br />COMMISSIONER SCHMUCKER WITHDREW HIS,MOTION AND COMMISSIONER <br />SIEBERT WITHDREW HIS SECOND. <br />MOTION WAS MADE BY COMMISSIONER SCHMUCKER, SECONDED BY <br />COMMISSIONER MASSEY, THAT PERMANENT OCCUPANCY OF THE LAND. BE GRANTED <br />TO THE SUNSHINE REHABILITATION CENTER SO THAT THEY CAN MAKE PLANNED IM- <br />PROVEMENTS AND THAT THEY PROCEED WITH THEIR PLANS AND PRESENT THEM TO <br />THE BOARD FOR APPROVAL. <br />COMMISSIONER SCHMUCKER ASKED IF THE BOARD WOULD CONSIDER. <br />SELLING'THIS PROPERTY, <br />COMMISSIONER MASSEY STATED THAT HE WOULD BE IN FAVOR OF SELLING <br />BUT IT SHOULD BE STIPULATED THAT ANY TIME • THE PROPERTY IS NOT USED <br />FOR THIS PURPOSE, IT WILL REVERT BACK TO THE COUNTY. <br />ATTORNEY BLOCK STATED THAT HE WOULD BE IN FAVOR OF A 99 YEAR <br />LEASE AND NOT BUYING THIS PROPERTY. <br />
