MANOR APARTMENTS DUE TO BALL FIELDS LOCATED IMMEDIATELY TO THE SOUTH <br />OF THIS PROPERTY, <br />THE COUNTY ADMINISTRATOR STATED THAT BECAUSE THE BALL FIELDS <br />ARE LOCATED JUST SOUTH OF THIS PROPERTY AND BECAUSE OF THE LACK OF REST <br />ROOM FACILITIES AT THE BALL FIELDS, PLAYERS AND SPECTATORS HAVE BEEN <br />GOING TO THE RESIDENTS OF ST. FRANCIS i1ANOR-REQUESTING TO USE THEIR <br />FACILITIES. <br />IR, ZORC IS REQUESTING THAT ST. FRANCIS IANOR BE FENCED IN AND <br />THAT THE COST BE SPLIT THREE WAYS - BETWEEN THE COUNTY, THE CITY AND <br />ST. FRANCIS MANOR, IIE STATED THAT IF THE PROPERTY IS FENCED, IT WOULD <br />SEPARATE THE APARTMENTS FROM THE BALL FIELDS AND WOULD OFFER SOME CONTROL <br />IN PREVENTING THE BALLS FROM COMING ONTO THEIR PROPERTY, <br />THE BOARD STATED THAT THE COUNTY LASES THIS PROPERTY TO ST, <br />FRANCIS MANOR, AND THE COUNTY ALSO LEASES THE ADJOINING BALL FIELD <br />PROPERTY TO THE CITY OF VERO BEACH. <br />CHAIRMAN LAY STATED THAT WHEN THIS PROPERTY WAS LEASED TO ST. <br />FRANCIS '1ANOR, THE BOARD DID NOT FEEL THIS WAS AN APPROPRIATE LOCATION <br />FOR THIS TYPE OF DEVELOPMENT BECAUSE OF THE BALL FIELDS, AND THE P,OARD <br />WAS TOLD THAT IT WOULD BE NO PROBLEM, <br />CHAIRMAN LAY STATED IT SHOULD BE THE RESPONSIBILITY OF THE TWO <br />ORGANIZATIONS INVOLVED TO INSTALL THE FENCE AROUND THE PERIMETER OF THE <br />PROPERTY LEASED TO ST. FRANCIS MANOR. <br />THE BOARD DISCUSSED THE TERMS IN THE NINETY-NINE YEAR LEASE, <br />AND THIS DISCUSSION WAS TABLED UNTIL THE LEASE COULD BE REVIEWED. <br />THE COUNTY ADMINISTRATOR REPORTED TO THE BOARD THAT HE HAD <br />INVESTIGATED THE REQUEST FROM THE ROCKRIDGE PROPERTY fWNERS ASSOCIATION <br />FOR FIVE -WAY STOP SIGNS TO BE INSTALLED AT THE INTERSECTIONS OF OCK- <br />RIDGE BLVD, (NORTH SIDE) AND 3RD COURT, AND ROCKRIDGE 3LVD. (SOUTH SIDE) <br />AND 3RD COURT TO SLOW THE FLOW OF TRAFFIC AND ELIMINATE ACCIDENTS, AS <br />DISCUSSED BY THE BOARD AT THEIR APRIL 21, 1.975 MEETING. <br />THE COUNTY ADMINISTRATOR STATED THAT HE FOUND THE STOP SIGNS <br />AS THEY ARE NOW POSTED TO BE PROPER AND SUFFICIENT.FOR THIS AREA, AND <br />HE FELT TO ADD ANOTHER STOP SIGN WOULD CAUSE CONFUSION AND POSSIBLY <br />ACCIDENTS. <br />6 <br />UN 211TS <br />9001 22 P4Ct363 <br />
