expenditure of public funds for defensive purposes or correc- <br />tive measures after adoption. It is to that end, and that end <br />alone, that we have submitted the within Memorandum to you and <br />ask for your informed consideration and resolution of the pro- <br />blems perceived herein. <br />We particularly wish to emphasize that, except for certain <br />areas which have been under considerable development pressure, <br />we have not presumed to substitute our lay judgment for that <br />of the professional planners in the make-up of the proposed <br />plan. As to the excepted areas, we feel that we were entitled <br />to submit our views and desires consistent with the obligatory <br />requirements of HUD, the DCA and Chapter 163 for c: .izen parti- <br />cipation. As to other areas, remote from most of our members, <br />we feel it was incumbent on citizens and property owners in <br />those areas to have followed our example and insisted on their <br />right to participate in the planner's characterization of land <br />uses in such areas. <br />As reflected by our proposed implementing Ordinance (Exhib- <br />it D), we urge you to adopt the plan as proposed in principle <br />with an Ordinance patterned after our proposal so that those <br />areas that may not have received the in depth attention they <br />deserved can be examined in a prescribed. time frame and the <br />plan approved or modified as to those areas consistent with <br />the desires of the affected property owners and the profes- <br />sional input from our planners. <br />-Thank you for your interest and your continued cooperation; <br />and we look forward to participating in your public hearing on <br />May 29th next. <br />Respectfully submitted, <br />The Board of Directors of the <br />Vero Beach Civic Association <br />- JUN 4 ws gnr'k <br />;a. <br />.,s:�r°� <br />
