said structure is demolished, destroyed or removed. <br />1,(4) Future Uses: After Subsections (1) and (2) of this Section 5 <br />have been complied with, no street, park, other public or private way, ground, <br />space, or place, public or private building or structure not in conformity with <br />the Comprehensive Plan shall be constructed, altered or authorized unless the <br />Comprehensive Plan is first amended in accordance with Sec. 6 of this ordinance. <br />V (5) Conflict with Other Land Use and Land Development Rules, <br />• Regulations and Ordinances: In the event of conflict between the provisions of the <br />Comprehensive Plan and supplemental elements and the provisions of any other <br />land use or land development rules, regulations or ordinance previously adopted, <br />the provisions of such Comprehensive Plan and supplemental elements shall be <br />controlling over such other provisions. Land useand land develo pment rules, <br />regulations or ordinances shall include but shall not be limited to those in the fol- <br />lowing areas: <br />(a) Building and construction including codes and permits; <br />(b) Drainage and irrigation; <br />(c) Electrical codes and permits; <br />(d) Land filling and/or land excavation; <br />(e) Landscape ordinance; <br />(f) Subdivision and plats; <br />(g) Planned unit development; <br />(h) Plumbing codes and perrnits;, <br />(i) Street and road construction, location and opening; <br />(j) Capital improvements program; and <br />(k) Water and sewer provisions. <br />In the event of conflict between provisions of the Comprehensive Plan and supplemental <br />elements and provisions of any other land use or land development ordinance adopted <br />hereafter, provisions of the Comprehensive Plan and supplemental elements shall be <br />controlling over such other provisions unless the Comprehensive Plan is amended so <br />as to eliminate the conflict in accordance with Sec. 6 of this ordinance. <br />Section 6. Revision and Amendment: <br />(1) At least once each year prior to the first day of March, the Land <br />Use Plan element of the Comprehensive Plan shall be reviewed by the Indian River <br />County Zoning Commission to determine whether changes in the amount, kind or <br />direction of development in the county, or other factors make it beneficial to make <br />additions or amendments to the Plan; and such changes, additions or amendments <br />shall, if approved by the Board of County Commissioners, become a part hereof. <br />4 <br />• <br />E <br />
