Project monitored to evaluate results. <br />Based on the professional testimony presented during the public <br />hearings, this project could provide a new avenue for beach and <br />shore protection and restoration for the entire. coast of the <br />United States, and <br />WHEREAS, the Board of County Commissioners of Indian <br />River County, Florida agrees to be the sponsoring agent for the <br />project and Jack Jennings the County Administrator, will be the <br />County's contact man; and <br />WHEREAS, the Board of County Commissioners of Indian <br />River County agrees to <br />a. Provide without cost to the United States all lands, <br />easements, and rights-of-way, including borrow areas and reloca- <br />tions necessary for construction of the improvements; <br />b. Provide a cash contribution of the non -Federal share <br />of the project cost, exclusive of costs for lands, easements, <br />rights-of-way, relocations and alterations, the final percentage <br />to be based on shore ownership and use at the time of construction; <br />c. Assure maintenance of the project after completion <br />as may be required to serve the intended purposes. For beach -fill <br />type projects, a cash contribution will be provided for the non - <br />Federal share of the cost for periodic nourishment, such contribu- <br />tion to be made prior to each nourishment operation, and the final <br />percentage to be based on shore ownership and use existing at the <br />time of construction; <br />d. Hold and save the United States free from damages due <br />to construction works; <br />e. Assure continued public ownership of the shore upon <br />whichthe amount of Federal participation in the beach erosion <br />control project is based and its administration for public use <br />and, as appropriate, assure continued availability for public <br />use of privately -owned shores where Federal aid is based on such <br />use; <br />f. Provide without cost to the United States appropriate <br />access and facilities, including parking and sanitation, necessary <br />for realization of the public benefits upon which Federal partici- <br />pation is based; <br />-2- <br />
