MR. HERRING CONTINUED THAT FARMER'S HOME ADMINISTRATION HAS MONEY <br />ALLOCATED FOR CONSTRUCTION OF THE -SEWER : TREATMENT PLANT AND HAVE ADDED THE <br />FOLLOWING STIPULATION TO THEIR COMMITMENT: THAT THE COUNTY COMMISSIONERS <br />ADVERTISE FOR A PUBLIC HEARING FOR A RATE INCREASE OF SEWER AND WATER <br />RATES FOR URBAN DEVELOPMENT UTILITIES. <br />CHAIRMAN LOY ASKED IF MR. HERRING HAS A CONTRACT WITH F.H.A. OR <br />JUST A LETTER OF AGREEMENT AND IF PLANS FOR THE SEWER TREATMENT PLANT HAVE <br />BEEN APPROVED BY THE DEPARTMENT OF POLLUTION CONTROL. <br />MR. JONES STATED THAT THE WATER PROGRAM COMES FIRST AND IF THE WATER <br />IS THERE, THE SEWER SYSTEM WILL COME LATER. F.H.A. HAS NO FINAL COMMITMENT <br />WITH CHARLES HERRING TO PUT IN A SEWER SYSTEM, THERE COMMITMENT IS TO U.D.U. <br />TO PUT IN A SEWER SYSTEM. <br />MR. JONES STATED THAT THERE IS A LEGAL COMMITMENT FROM MR. HERRING <br />TO U.D.U. THAT HE WILL FURNISH THIS SYSTEM AND WE HAVE ASKED HIM TO STIPULATE <br />A TIME PERIOD FOR CONSTRUCTION OF THE PLANT, <br />REGARDING THE ADVERTISEMENT FOR A PUBLIC HEARING FOR A RATE INCREASE, <br />MR, HERRING IASINFORMED THAT THE COUNTY ADMINISTRATOR HAS THE AUTHORITY TO <br />ADVERTISE, BUT HE MUST HAVE ALL THE NECESSARY INFORMATION IN HIS HANDS BEFORE <br />HE APPROVES AND SCHEDULES AN ADVERTISEMENT FOR A PUBLIC HEARING. <br />THE BOARD QUESTIONED HOW F.H.A. COULD REQUEST A PUBLIC HEARING FOR <br />A RATE INCREASE ON A SYSTEM THAT IS NOT WORKING AND WILL TAKE APPROXIMATELY <br />A YEAR AND A HALF BEFORE IT WILL BE WORKING PROPERLY, <br />LEON YOUNG, MANAGER OF U.D.U. APPEARED AND STATED THAT THE CUSTOMERS <br />OF U.D.U. WERE INVITED TO A PUBLIC HEARING SCHEDULED TO EXPLAIN TO THEM THE <br />REASON FOR THE RATE INCREASE AND WHEN IT WOULD TAKE EFFECT, BUT THEY DID NOT <br />HAVE A BIG TURNOUT. MR. YOUNG STATED THAT HE WOULD SEE THAT ALL CUSTOMERS <br />ARE NOTIFIED.BY LETTER OF THE RATE INCREASE AND THAT IT WOULD BECOME EFFECTIVE <br />UPON COMPLETION OF THE SEWER TREATMENT PLANT AND UPON RECEIVING WATER FROM THE <br />CITY OF VERO BEACH. MR. YOUNG CONTINUED THAT HE WOULD START WORK ON THIS <br />LETTER TODAY AND THAT IT WOULD BE MAILED TO ALL CUSTOMERS NO LATER THAN FIVE <br />DAYS FROM TODAY,. <br />THE COUNTY ADMINISTRATOR INFORMED MR. HERRING THAT IN HIS REQUEST FOR <br />A PUBLIC HEARING, HIS LETTER MUST SET -FORTH WHAT RATE INCREASE IS PROPOSED <br />WHAT IT IS NOW AND WHEN IT WILL BECOME EFFECTIVE. <br />ATTORNEY EVANS STATED THAT ATTORNEY PAUL BURCH DID READ THIS CONTRACT <br />PRESENTED BY DR.
