Engineers confines <br />itself forthe most part to the Continental United States. <br />I have a letter here addressed to me and dated July 19, 1975 <br />from Captain James B. Vredenburgh, U. S. Navy (Retired), now a <br />resd ent of Vero Beach, in which he states the following: <br />(Quote') "In 1957 I was the Commander, Fleet Activities, <br />Okinawa. There was a need for a small boat basin (harbor) on an <br />exposed beach in Buckner Bay on the Pacific Coast of the Island. <br />After careful study•of various material and methods of construc- <br />tion it was decided to use reinforced concrete, interlocking <br />tetrahedrons (jacks) as a base for two jetties and a breakwater <br />to enclose a small boat basin for the use of the small boats of <br />Navy ships anchored in Buckner Bay and for the protection of boats <br />assigned to the Fleet Activity used to service the Navy ships. <br />"The boat basin enclosure was built in record time and has <br />served admirably its purpose. That it has survived in the "typhoon" <br />corner of the Western Pacific, namely Okinawa, should be proof <br />positive of the adaptability of these building. blocks as <br />permanent and. reliable structures. <br />"Being a resident, property owner. and taxpayer of Vero Beach for <br />15 years, moves me to be interested in any means or device which <br />krill accomplish the desired objective at minimum cost to the taxpayer <br />so as to protect one of our greatest assets <br />(Close Quote) <br />'I also have a letter dated July 24, 1975 from Captain Howard. <br />N. Moore, U. S. Navy (Retired) and he, too, is now a resident <br />of Vero Beach ,,..he states: <br />(Quote) "This letter is in response to your inquiry about any <br />."knowledge I may have concerning Navy's use of concrete form ''jacks" <br />• <br />n <br />for erosion control. In 1972, at the U.'S. Naval Base, Rota,•Spain, <br />I saw the Navy using concrete jacks on the beach in the surf to pre- <br />vent wave -action damage tu'the escarpment."- <br />• <br />AUG 2 01975 <br />PAGE ,.?.,36 <br />
